Change in Circumstances Leading to Policy Revision
- Since implementation, three key changes have occurred:
- Increased supply of crude oil to the Philippines.
- Decline in domestic consumption of motor gasoline and kerosene, partly attributed to conservation efforts.
- Substantial increase in inventories of motor gasoline and kerosene.
Discontinuation of Duty-Free Importation
- Due to the changed circumstances, the conditions justifying the previous exemptions no longer exist.
- As a result, exemptions on the importation of premium gasoline, regular gasoline, naptha, natural gas liquids, and kerosene from payment of customs duties and importation taxes shall be discontinued.
New Importation Policy and Scope
- Effective immediately, the importation of the specified petroleum products shall be subject to the normal customs duties, importation taxes, and charges as provided under the Customs Code.
- The policy applies specifically to the petroleum products previously exempted: premium gasoline, regular gasoline, naphtha, natural gas liquids, and kerosene.
Legal Effectivity
- This letter of instruction took effect immediately upon issuance on September 23, 1980.
