Purpose of the Order
- Aims to allow free movement of barangay members to facilitate timely completion of voting.
- Enables referendum-plebiscite officials to perform duties without hindrance during the election process.
Existing Curfew Protocols
- Prior to this order, General Order No. 4, as amended, mandated a curfew throughout the Philippines.
- Curfew hours are from 12:00 midnight to 4:00 AM nationwide except Metro Manila, where curfew is enforced from 1:00 AM to 4:00 AM.
Suspension of Curfew During the Referendum-Plebiscite
- The order suspends the existing curfew during specified periods to facilitate the referendum process.
- In Metro Manila: Suspension from 1:00 AM to 4:00 AM on October 17, 1976.
- Outside Metro Manila: Suspension from 12:00 midnight on October 16 until 4:00 AM on October 17, 1976.
Legal Effect and Implementation
- The suspension temporarily overrides General Order No. 4 regarding curfew enforcement.
- The specific date and time frame is limited strictly to the conduct of the National Referendum-Plebiscite.
- This facilitates voter participation and official duties by lifting movement restrictions during critical hours.
Signatories and Formalization
- Signed into effect by President Ferdinand E. Marcos.
- Endorsed and attested by Presidential Assistant Juan C. Tuvera in Manila on October 16, 1976.
