Lifting of Transport and Movement Restrictions on Cloven-Footed Animals
- All restrictions related to FMD on transporting and moving swine, cattle, carabao, sheep, goats, and other cloven-footed animals and their meat, products, and by-products are lifted nationwide (Luzon, Visayas, Mindanao).
- The lifting is subject to specified conditions and compliance with existing protocols.
Prohibition and Management of FMD Vaccination and Buffer Stocks
- National policy prohibits FMD vaccination to comply with OIE requirements, as reiterated in Department of Agriculture Administrative Order No. 12, Series of 2009.
- Importation of FMD vaccines is restricted to government intervention only for emergency buffer stocks or to supplement emergency vaccine needs.
- The Department of Agriculture is required to allocate funds annually to maintain at least 2,000 bottles or 100,000 doses of FMD vaccine buffer stock managed by the Bureau of Animal Industry (BAI).
FMD Monitoring and Preparedness Plan Implementation
- Veterinary Quarantine Officers, Regional, and Local Government Unit (LGU) veterinarians must submit monthly reports confirming negative FMD status in their areas.
- In case of an outbreak: infected animals shall be culled (stamped out), exposed susceptible animals vaccinated using ring vaccination.
- Strict quarantine measures apply to all susceptible animals within a 3 km radius depending on outbreak scope.
Requirements for Transporting Animals and Animal Products
- Live animals transported inter-provincially must be accompanied by a written authority or permit from the BAI Director or authorized representatives.
- Shipments of meat and meat products require a Certificate of Meat Inspection issued by the National Meat Inspection Service (NMIS) prior to permit issuance.
- A Veterinary Health Certificate is mandatory, confirming the animals are apparently healthy and from disease-free areas.
- Shipments must comply with health requirements for other specific animal diseases.
Repealing Clause
- All FMD-related rules, regulations, and issuances inconsistent with this order are repealed or amended accordingly to conform with this law.
