KKK Integrated Land Resource Program EO

Executive Order No. 75 establishes the Kilusang Kabuhayan at Kaunlaran (KKK) Program to mobilize productive and entrepreneurial energies of Filipinos at local levels.
The KKK Program promotes self-reliance, self-help, and self-determination among communities nationwide.
Letter of Instructions No. 1306 (March 19, 1983) adopts the KKK Integrated Land Resource Management Program as part of the KKK strategy.
The Program is designed to transform and develop logged-over areas into Land Investment Trust packages through financial instrumentation of the areas into equity issues known as “Shares in Kabuhayan,” with redemption fully guaranteed as to principal and returns by the Republic of the Philippines.
Presidential Proclamation No. 2282 (March 29, 1983) reclassifies portions of the public domain as agricultural land for conversion to agro-forestry uses consistent with the government’s reforestation program and the KKK thrust to provide livelihood opportunities to rural poor under the management of the Ministry of Human Settlements.

Implementation covers the guidelines, systems, and procedures for the Program embodied in the Plan of Operations.
The Plan of Operations may be amended or supplemented from time to time to govern implementation.

A Joint Program Office is created to provide program-level implementation support.
The implementation is principally directed, supervised, and coordinated by the Ministry of Human Settlements and the Ministry of Natural Resources through the Joint Program Office.
The Joint Program Office functions to integrate implementation responsibilities across participating agencies under the directing and coordinating role of the two ministries.

The Program receives an initial front-end investment of PHP 200 million.
The PHP 200 million is provided from the funds of the Human Settlements Development Corporation.
The PHP 200 million is also provided from the 1983 budgetary allocation of the KKK/Project Development and Management Fund.
The investment is recoverable from the revenues that the program will generate.

All agencies concerned must exert their utmost in fulfilling the objectives of the Program.
Agencies must carry out their roles to achieve the desired results with maximum efficiency, economy, and effectiveness.
The overall directive is implemented through the operational framework combining the Plan of Operations, inter-agency coordination, and the initial recoverable investment funding mechanism.
