Transfer of Personnel, Assets, Liabilities, and Records
- All personnel currently assigned to the Dulop National High School Labangon Annex are transferred to the newly created Labangon Subanen Agricultural National High School.
- All assets and properties, including educational materials and facilities, of the annex are also transferred.
- Any liabilities or obligations associated with the annex are absorbed by the new independent school.
- Records pertaining to the annex are likewise transferred and incorporated into the new school's system.
Funding and Operationalization
- The Secretary of Education is mandated to immediately include the operationalization of the Labangon Subanen Agricultural National High School in the Department of Education’s program.
- Initial funding for the new school shall be charged against the current year's appropriation originally allocated to the Dulop National High School Labangon Annex.
- Subsequent funding for the school will be appropriated through the annual General Appropriations Act to ensure continued operation.
Implementation Rules and Regulations
- The Secretary of Education is required to promulgate the necessary rules and regulations to implement the provisions of this Act.
- These rules and regulations must be issued within sixty (60) days following the approval of the law.
Effectivity Clause
- The law shall take effect fifteen (15) days after its publication.
- Publication shall be done either through the Official Gazette or a newspaper of general circulation to inform the public.
Additional Legal and Procedural Notes
- The law lapsed into effect without the signature of the President, pursuant to the constitutional provision under Article VII, Section 27(1).
- The Act originated in the House of Representatives and was passed by both legislative chambers before becoming law.
- The law ensures autonomous management and development of secondary agricultural education for the local community in Barangay Labangon and the Municipality of Dumingag.
