Scope and Coverage of the Tourism Development Areas
- Identified municipalities with tourism potential include Tinglayan, Tanudan, Balbalan, Pinukpuk, Lubuagan, Pasil, Tabuk City, and Rizal.
- Key natural attractions: mountain ranges, Palan-ah Falls, hot springs, rainforests, subterranean rivers and caves, Aguinaldo Hill, mountain lakes, and white water rafting sites.
- Important historical and cultural sites are included.
- Such areas are prioritized for development by the Department of Tourism (DOT) and are subject to tourism zone regulations.
Tourism Development Plan
- The Tourism Development Plan for Kalinga is integrated into the National Tourism Development Plan (NTDP) under Republic Act No. 9593 (National Tourism Act of 2009).
- Implementation is coordinated with the local government, Provincial Tourism Council, and observes environmental protection laws under Republic Act No. 7586 (National Integrated Protected Areas System Act).
- The DOT, Tourism Infrastructure and Enterprise Zone Authority (TIEZA), and other agencies will delineate geographic boundaries and coordinate development for optimized use of natural and existing assets.
Establishment of the Kalinga Tourism Development Trust Fund
- A trust fund is created to finance tourism-enhancing projects in Kalinga.
- Administered by a trust fund administrator under the Provincial Tourism Council.
- Funding sources include visitor fees, registration and lease proceeds from multiple-use areas, industry contributions, and donations/grants from domestic or foreign sources.
- Disbursements must comply with accounting and auditing rules.
- The fund shall not be used for personal services expenditure.
Appropriations and Funding
- The Secretary of the Department of Tourism shall include the program implementation in the DOT’s plan.
- Funding shall come from the annual General Appropriations Act and/or DOT’s internally generated funds.
Separability Clause
- If any provision of the Act is declared unconstitutional, other provisions remain effective and enforceable.
Repealing Clause
- Laws, executive orders, presidential decrees, rules, or regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- The Act takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
