Legal Authority and Basis
- The creation is based on the recommendation of the Secretary of the Interior.
- It is pursuant to Section 68 of the Revised Administrative Code.
Definition of Boundaries
- The boundary between the municipality of Ipil and Kabasalan is defined by the course of the Bakalan River.
- The boundary extends from the intersection of the river’s left arm (facing north) with the Kabasalan-Sindangan boundary to the mouth of the river at Sibuguey Bay.
- This boundary is based on data from the 1955 Census Atlas and a map of the proposed municipality of Sanito, scaled at 1:250,000 and signed by District Land Officer Gorgonio D. Itaas.
Territorial Composition
- The municipality of Kabasalan continues but excludes the territory included in the newly formed municipality of Ipil.
Commencement of Existence
- The municipality of Ipil shall officially begin to exist upon:
- The appointment and qualification of its mayor.
- The appointment and qualification of its vice-mayor.
- The appointment and qualification of a majority of its councilors.
Formal Execution
- The Executive Order organizing the municipality was signed by President Elpidio Quirino on July 26, 1949.
- The order was executed in Manila, affirming the creation of Ipil in the fourth year of Philippine Independence.
- The Executive Secretary, Teodoro Evangelista, endorsed the order on behalf of the President.
