- The Act originated in the House of Representatives, was amended by the Senate, and concurred upon by the House.
- It lapsed into law without the President's signature, pursuant to Article VI, Section 27(1) of the 1987 Philippine Constitution.
- The law is thus valid and enforceable despite absence of affirmative presidential approval.
