Qualifications for Regional Trial Judges and Judges-at-Large
- Candidates must be natural-born Filipino citizens.
- Must be at least 35 years old.
- Must have practiced law or held a qualifying public office requiring admission to practice law for at least 10 years.
Creation and Designation of Municipal Trial Judges-at-Large
- Creates 50 positions for Municipal Trial Judges-at-Large without permanent salas.
- Assignments to any first-level court are at the Supreme Court’s discretion based on public interest.
- They receive the same salary, privileges, and rank as judges of Municipal Trial Courts in Cities.
- JBC recommends appointees and permanent positions to the President.
Qualifications for Municipal Trial Judges-at-Large and other lower-level judges
- Candidates must be natural-born Filipino citizens.
- Must be at least 30 years old.
- Must have practiced law or held a qualifying public office for at least 5 years.
Compensation and Allowances
- Intermediate Appellate Justices, Regional Trial Judges, Judges-at-Large, Metropolitan and Municipal Trial Judges receive compensation as authorized by the President.
- Compensation follows guidelines from Presidential Decree No. 985 and its amendments.
Longevity Pay
- Judges and Justices receive a monthly longevity pay of 5% of basic pay for every 5 years of continuous, efficient, and meritorious service.
- The total salary with longevity pay shall not exceed the salary of the next higher rank.
Funding for Implementation
- Initial funding is from the Judiciary’s current appropriations under the General Appropriations Act.
- Future funding shall be included in subsequent General Appropriations Acts.
Rules and Regulations
- The Supreme Court, in consultation with the Secretary of Budget and Management, must issue rules for effective implementation within 60 days from approval.
Separability Clause
- Any invalid or unconstitutional provisions do not affect the validity of the remaining parts of the Act.
Effectivity
- The Act takes effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.
