Prohibition Against Renewal of Expired Student Driver's Permits
- Student Driver's Permits are valid for one (1) year from the date of issuance.
- Once expired, the SDP cannot be renewed.
- Holders of expired SDPs must apply anew for a new permit, restarting the apprenticeship period.
- The conversion of the SDP into a driver's license must occur within the one-year validity period.
- No license application shall be accepted based on an expired permit.
Issuance of Duplicate Student Driver's Permit
- Duplicate SDPs may be issued in case of loss of the original permit.
- The validity of a duplicate permit is only for the remaining period of the original permit's validity.
- If the lost permit has expired, the applicant must apply for a new SDP with a new apprenticeship period.
Use of Geographical Area of Responsibility (GAOR) in License Conversion
- License conversion applications must be processed only by the Licensing Center within the jurisdictional area where the original SDP was issued.
- Applicants who wish to convert their SDP outside the original GAOR must secure confirmation of issuance from the issuing district office or licensing center.
- The applicant must provide two stamped envelopes for this confirmation request.
- The Licensing Center must ensure that confirmation requests are sent within twenty-four (24) hours of receiving the application, except when the next day is a non-working day.
- The confirming Licensing Center or District Office must respond within twenty-four (24) hours upon receipt of the request.
- Applications for license conversion without proper confirmation from the GAOR are not to be accepted.
Supersession and Effectivity
- This Administrative Order supersedes any previous memoranda, circulars, or orders inconsistent with its provisions.
- The Order is effective immediately upon promulgation.

- Strict compliance with these rules is mandated for all concerned authorities and licensing centers.
- The Order was adopted on March 24, 1992, by Assistant Secretary Juan V. Borra, Jr.
