  • DBM-ROs and BOB-A issue transmittal letters to provinces, cities, municipalities, and barangays for their IRA releases.
  • City/Municipal Mayors receive copies of transmittal letters when barangay releases are made.
  • The Accounting and Finance Bureau releases the Notice of Cash Allocation (NCA) without liens or holdbacks, as mandated by existing law.

Effectivity

  • The Circular took immediate effect upon issuance on March 2, 1992.
