Policies and Guidelines on IRA Release
- Effective FY 1992, DBM Regional Offices shall release the IRA to LGUs in their region; the Budget Operations Bureau (BOB) manages IRA releases within NCR.
- The Advice of Allotment is issued quarterly and covers the comprehensive release of IRA for all relevant LGUs.
- Barangays’ IRA releases are made through their respective city or municipality using authorized coding systems.
- Each barangay's IRA amount is specified on the AA using a reference sub-code tied to its city or municipality.
- Adjustments or additional releases for IRA related to devolved national government functions must comply with existing and future applicable guidelines.
Documentation and Notification Procedures
- DBM-ROs and BOB-A issue transmittal letters to provinces, cities, municipalities, and barangays for their IRA releases.
- City/Municipal Mayors receive copies of transmittal letters when barangay releases are made.
- The Accounting and Finance Bureau releases the Notice of Cash Allocation (NCA) without liens or holdbacks, as mandated by existing law.
Effectivity
- The Circular took immediate effect upon issuance on March 2, 1992.
