Continuity of Existing Mining Grants and Investments
- Existing mining leases, licenses, permits, grants, operating agreements, and service contracts remain valid and in effect.
- These include grants issued by the Department of Environment and Natural Resources and the Bureau of Mines and Geo-Sciences.
- The continuation is subject to original terms and conditions, respecting previous investments and operations.
Acceptance and Processing of Applications
- New applications for exploration, development, and utilization of mineral resources are accepted and processed.
- This includes renewal applications, operating agreements, and service contracts.
- The Bureau of Mines and Geo-Sciences also accepts and registers declarations of location and various mining applications.
Governing Laws and Compliance
- Processing and approval of mining applications are governed by Presidential Decree No. 465, as amended, and other existing mining laws and implementing rules.
- Privileges granted under these laws are subject to future modifications by Congress pursuant to Section 2, Article XII of the 1986 Constitution.
Rulemaking and Implementation
- The Secretary of Environment and Natural Resources is tasked to promulgate necessary rules and regulations to implement the Executive Order effectively.
Severability Clause
- If any part of the Executive Order is declared unconstitutional, the remaining provisions continue to be valid and enforceable.
Effectivity
- The Executive Order takes effect immediately upon issuance.
