Local Government Unit (LGU) Responsibilities

  • LGUs serve as frontline entities in formulating and implementing ICM programmes aligned with the national plan.
  • LGUs must coordinate with stakeholders and update programs regularly based on emerging issues.
  • Submit copies of ICM programmes and updates to DENR.
  • Allocate personnel, resources, and logistics.
  • Barangays are to be involved in coastal issue prioritization and solutions.
  • Provincial governments provide technical support.
  • Encourage inter-LGU collaboration in coastal resource management.

Role of Civil Society and Private Sector

  • Non-government organizations, civic groups, academe, private sector, and people’s organizations shall engage in:
    • Planning
    • Community organizing
    • Research and technology transfer
    • Information sharing
    • Investment and training

Supporting Mechanisms and Activities

  • Integrate ICM education into primary and secondary curricula through the Department of Education.
  • Develop ICM training programs for LGUs via DENR and DILG.
  • Incorporate coastal resource accounting in national and regional economic accounts by NEDA and NSCB.
  • Establish a coastal and marine environmental information management system led by DENR.

Monitoring and Reporting
