Institutionalization of the Pag-abot Program

  • The Pag-abot Program is established as a unified service delivery platform targeting vulnerable children, individuals, and families in street situations.

Creation and Composition of the Inter-Agency Committee

  • An Inter-Agency Committee is established to align and coordinate government activities related to the Pag-abot Program.
  • Composition includes the Secretaries of DSWD (Chair), DILG (Vice Chair), DA, DTI, DOLE, DOH, DBM, DepEd; TESDA Director General; Chairperson of the Presidential Commission for the Urban Poor; CEO of Small Business Corporation; and CDA Administrator.
  • The DSWD serves as Secretariat providing technical and administrative support.
  • The committee meets regularly quarterly and as needed; members may designate qualified alternates.

Mandate and Functions of the Inter-Agency Committee

  • To determine complementary services and assistance within 30 days for integration with Pag-abot Program packages.
  • To provide overall direction, guidance, and technical assistance to agencies and LGUs implementing the program.
  • To ensure compliance by involved agencies.
  • To develop a strategic communications plan with the Presidential Communications Office.
  • To engage LGUs for policy formulation and co-financing/resource-sharing arrangements.
  • To seek support from government agencies, corporations, state universities, private sector, NGOs, and stakeholders.
  • To undertake other tasks as directed by the President or Executive Secretary.

Monitoring, Sustainability, and Reporting

  • The Committee shall develop an integrated monitoring framework and a digital system with a verified database of beneficiaries.
  • A comprehensive sustainability plan shall also be formulated.
  • Bi-annual implementation reports shall be submitted to the Office of the President via the Executive Secretary.

Organizational and Staffing Provisions

  • DSWD shall determine organizational structure, staffing requirements, and qualifications for additional personnel to administer the Pag-abot Program.
  • Proposals for such positions must be submitted to the DBM for approval, following applicable laws including those on organizational standards.

Formulation of Implementing Rules and Regulations

  • The Inter-Agency Committee is mandated to draft necessary rules and regulations within 30 working days from the Order's effectivity.

Funding Mechanism

  • Initial funding will be charged against existing DSWD and other agency budgets, subject to applicable budgeting and auditing rules.
  • Subsequent funding will be included in agency budget proposals.

Legal Provisions on Separability, Repeal, and Effectivity

  • If any provision is declared invalid or unconstitutional, unaffected provisions remain effective.
  • Orders, rules, or issuances inconsistent with this Order are repealed or modified accordingly.
  • The Order takes effect immediately upon official publication in the Official Gazette or a newspaper of general circulation.
