Institutionalizing the nationwide hotline network
- Section 1(a) institutionalizes the PATROL “117” Hotline Network as the Nationwide Emergency Hotline Number.
- Section 1(a) requires PATROL Hotline “117” Public Safety Answering Centers (Call Centers) in every Region, Province, City, Municipality and Barangay.
- Section 1(a) provides that the Major Service Responders of Hotline “117” are:
- The Philippine National Police
- The Bureau of Fire Protection
- The Bureau of Jail Management and Penology
- The Philippine Drug Enforcement Agency (PDEA)
- The National Bureau of Investigation (NBI)
- The Emergency Assistance and Response Network (EARnet)
- The MMDA (for Metro Manila), and other agencies such as DPWH, DOH, DSWD, PNRC, Boy Scout of the Philippines, and Volunteer NGOs
- Others as affiliated civic sector groups
- Other affiliated public safety volunteers
- Section 1(a) defines EARnet as a network of responders composed of Government and Private Institutions/Non-Government Institution, EMS and Special Rescue Unit of the Bureau of Fire, coordinated with DPWH, DSWD, MMDA, DOH, and with cooperation of Private Hospitals, Electric Companies, Water Districts, Civil Rescue Group/Organization, Boy Scout and Girls Scout of the Philippines, and other affiliated public safety volunteers and civic sector groups.
- Section 1(a) requires that establishment of the “117” Public Safety Answering Center anchors on the voluntary participation of the existing private communication carrier/s operating in the locality.
Community-based volunteer service responders
- Section 2 institutionalizes the PATROL “117” Community-Based Volunteers Network as a Volunteer Service Responders Network.
- Section 2 requires organizing a group to advocate, train, organize, mobilize, and monitor (ATOMM) field-level implementers of PATROL “117.”
- Section 2 provides that the ATOMM field-level implementers are headed by:
- the Chief of Police of the cities/municipalities as Team Leaders
- the DILG C/M LGOOs as Co-Team Leaders
- Section 2 requires membership in the ATOMM team from various GOs and NGOs sectors, including representatives such as Office of the Mayor, Municipal/City Liga President, Municipal/City SK Chairman, Dep-Ed, Boy Scout and Girl Scout Coordinators, BFP, BJMP, NGOs, and other affiliated public safety volunteers and civic sector groups.
- Section 2 requires “117” Barangay-Based Volunteers Service Responders, to be organized in components such as studentry, Boy Scouts, Girl Scouts, SK and out-of-school youth.
Development office and program administration
- Section 3 institutionalizes the existing DILG PATROL “117” Development Group activated by the DILG under the PATROL “117” Commission.
- Section 3 provides that the PATROL “117” Development Office implements the PATROL “117” Program and shall consist of uniformed personnel of the interior sector and non-uniform plantilla of the PATROL “117.”
- Section 3 requires transfer of the Streetwatch Plantilla and IACCAG Plantilla from DILG to the PATROL “117” Development Office, which shall be called PATROL “117” Plantilla, subject to revision.
- Section 3 requires the unit to be headed by a Director with an equivalent plantilla of Director IV, appointed by the President upon recommendation by the Secretary of the Interior and Local Government, subject to Civil Service rules and regulations.
- Section 3 requires staffing of the PATROL “117” Development unit with personnel subject to existing Civil Service rules and regulations.
- Section 3 requires parallel structure:
- a regional level headed by a Regional Officer
- field-level structure as necessary to monitor province, city and municipality barangay operations.
PATROL “117” Commission continuity and membership
- Section 4 provides that the present PATROL “117” Commission (as per Presidential Administrative Order No. 36 dated 03 May 2002, and in conjunction with Presidential Administrative Order No. 124 dated 02 June 2003) continues to exist.
- Section 4 designates the Commission’s Chairman as the SILG and Chairman of NAPOLCOM.
- Section 4 designates the Commission’s Co-chairman as the Chairman of a Private Sector Organization (Foundation for Crime Prevention).
- Section 4 lists the members to include:
- the Government Sector with members including:
- Department of Education, Culture and Sports
- Commission on Higher Education
- MTC Commissioner
- MMDA
- the Private Sector with members including:
- The Leading Telephone Carrier
- Kapisanan ng Mga Brodkaster sa Pilipinas (KBP)

- Four other members selected by the Chairman from the private sector/organization.
- the Government Sector with members including:
Functions of the Commission and Development unit
- Section 5 requires the PATROL “117” Commission to:
- prepare and recommend to the President proposals, measures, and thrusts that effectively respond to national security and development interest
- prepare and recommend policy on crime prevention and public safety operations of volunteers and stakeholders
- perform such other duties and functions as the President may direct.
- Section 6 requires PATROL “117” Development to:
- be responsible in planning and implementation of the PATROL “117” Program
- institutionalize the Hotline “117” as a nationwide network
- institutionalize the localized Service Responders Network
- institutionalize the ATOMM Team Network (in every city and municipality)
- institutionalize the Barangay-Based Volunteer Service Responders Network
- conduct review, readiness test, monitor, and evaluate response capability of all systems in “117” operations
- serve as the Secretariat of the PATROL “117” Commission
- undertake such other duties as the Commission may direct.
Government and private sector participation
- Section 7 provides that all Government Agencies are stakeholders in peace and order and public safety and must provide necessary support in the general advocacy and implementation of the Program.
- Section 8 enjoins all private sectors and NGOs to actively participate in whatever capacity to advocate crime prevention and public safety.
Funding and implementing rules
- Section 9 provides that the initial budget for operations of the PATROL “117” Development Office shall come from:
- the savings of the Department of the Interior and Local Government allotted to the PATROL “117” Commission
- community-based funds
- Section 9 requires that thereafter, funding requirements are included in the regular appropriation of the concerned Department.
- Section 10 directs the Secretary of Interior and Local Government to formulate and issue appropriate implementing rules and regulations necessary for efficient and effective implementation of all provisions of the Executive Order.
Repeal, amendment, and effectivity
- Section 11 provides that all other executive issuances inconsistent with Executive Order No. 226 are amended, repealed, or modified accordingly.
- Section 12 establishes that the Executive Order takes effect immediately.
