- The Professional Regulation Commission (PRC) is empowered under Sections 5(a) and 6(a) of P.D. 223, as amended, to adopt policies for Continuing Professional Education (CPE) programs.
- The CPE programs are designed to enhance and maintain high professional, technical, and ethical standards in professional practice.
- The PRC supervises implementation of CPE through the respective Professional Regulatory Boards (PRBs).
- The Office of the President, via Executive Order No. 56 (Feb 9, 1993), exercises administrative supervision over the PRC.
Importance of Continuing Professional Education
- Recognizes the crucial role of various professions in nation-building.
- Imposes the completion of CPE programs as a mandatory pre-requisite for professional license renewal.
- CPE programs enable professionals to upgrade technical knowledge, keep abreast with modern trends, and improve skills.

Mandatory Completion of CPE Programs
- Professional licensees must complete CPE programs adopted by their respective Professional Regulatory Boards for license renewal.
Implementation Authority and Scope
- The Commission (PRC) is authorized to implement measures for effective execution of CPE programs.
- Oversight and control of CPE implementation remains with the PRC.
Standardized Guidelines and Procedures
- The PRC will issue comprehensive standardized guidelines and procedures for CPE implementation after consultation with the PRBs.
- These guidelines will cover:
- Objectives, definition, nature, and rationale of CPE.
- Establishment of a CPE Council: composition, term, functions, and meetings.
- Accreditation of CPE programs and activities such as conventions, seminars, and workshops.
- Credit requirements and possible exemptions.
- Sanctions for non-compliance or violations.
Repealing Clause
- Any executive issuances, orders, or provisions inconsistent with this Executive Order are hereby repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon issuance on July 25, 1995.
