Scope and Coverage
- Applicable to all government officials and employees, whether Career or Non-Career Service, including contractual or emergency personnel.
- Includes personnel from government-owned or controlled corporations and all local government units: provincial, city, municipal, and other political subdivisions.
- Requires a minimum service period of at least fifteen (15) days within a calendar year in rural areas, on official time.
- Participants supplement efforts of government agencies across regions.
Institutional Structure and Coordination
- Program known as PAGLILINGKOD: BAGONG LIPUNAN.
- Coordinated by the Office of the President and the Civil Service Commission.
- A Sub-Cabinet Committee composed of Undersecretaries or equivalent officers from key departments oversees the program.
Sub-Cabinet Committee Composition
- Departments involved:
- Agriculture
- Agrarian Reform
- Health
- Natural Resources
- Education and Culture
- Social Services and Development
- Local Government and Community Development
- National Defense
- Committee Chairmanship rotates among members.
- The President may appoint other representatives as necessary.
Role and Support of Government Units
- Full support mandated from all heads of departments, agencies, governors, city mayors, municipal mayors, and barangay captains.
- Local government officials to establish coordination systems for effective program implementation.
Planning, Implementation, and Secretariat
- The Sub-Cabinet Committee formulates general plans, programs, and strategies to achieve program objectives.
- A National Secretariat with an Executive Director and Deputy Executive Director is established.
- National Secretariat responsible for implementation, coordination, monitoring, and evaluation.
- Staff support provided by detailed personnel from various departments and agencies.
Regional and Provincial Execution
- Regional Directors, under the Presidential Officer for Development (PROD) and Regional Development Council Chairman, implement the program in regions.
- Regional Secretariats may be organized to assist in:
- Inventories of skills and assistance requirements.
- Planning, programming, coordinating, and supervising government teams in their jurisdiction.
- Reporting accomplishments to National Secretariat.
- Performing additional assigned duties.
- Provincial Secretariats may be established to:
- Determine skills and assistance needs within provinces.
- Support regional efforts in plan coordination and supervision.
- Evaluate government teams’ performance.
- Execute other assigned functions.
Lead Agencies and Roles
- Department of Agriculture and its attached bureaus (Plant Industry, Animal Industry, Agricultural Extension, Agricultural Economics, Soils).
- Department of Agrarian Reform.
- Department of Social Services and Development.
- Department of Health and attached agencies, including the Population Control Commission.
- Department of Natural Resources.
- Department of Education and Culture.
- These agencies take primary and leadership roles.
- Other departments may be called upon by the Sub-Cabinet Committee as needed.
Barangay-Level Implementation
- Barangay Captains act as program coordinators.
- Assistance from head teachers, development or extension workers, and the Chairman of the Kabataang Barangay.
Rule-Making and Effectivity
- The Sub-Cabinet Committee may promulgate rules and regulations to ensure effective implementation.
- The Letter of Instructions takes immediate effect upon issuance.
