Legal basis and related issuance
- The memorandum is issued in view of LTO Memorandum Circular No. 86-002 dated 26 March 1986.
- Memorandum Circular No. 86-002 provides that the Official Receipt of Payment becomes immaterial upon the release of the License Card.
- The memorandum adopts a practical measure to address issues that arise because the O.R. is not needed after card release.
Purpose and operational reasons
- The memorandum directs an indication of the drivers’ license issuance date to improve licensing office operations.
- Indicating the issuance date is intended to shorten the waiting time for licensees requesting a duplicate Official Receipt (O.R.).
- The indication is intended to allow easy computation of the apprenticeship period for conversion from a new Non-Professional drivers’ license to a Professional drivers’ license, including when issued by other district/licensing offices.
- The indication is intended to allow district/licensing office employees to justify a licensee’s question on the expiration date even without the presence of the O.R.
- The indication is intended to improve authenticity detection.
Mandatory method and placement
- LTO district/licensing offices must indicate the date of issuance of a driver’s license in small numbers.
- The indication must be placed at the bottom of the signature of the licensee in the scan card.
- The indication must follow the attached sample referenced by the memorandum.

- The memorandum directs all concerned offices to do as suggested to ease out workload and minimize waiting time for clientele.
- The memorandum requires strict compliance with the directive to indicate the license issuance date on the scan card.
