Policy and purpose
- The decree recognizes the Foreign Service as the major instrument of the Government for protecting and advancing the country’s interest abroad.
- The decree finds it necessary to provide Foreign Service personnel with adequate financial means to represent the country effectively and with dignity consistent with their accreditation.
- The decree directs the salary increase to address the tremendous rise in the cost of living from worldwide inflation and the recent energy crisis, which reduced the value of existing salaries.
Classification and salary schedule
- Section 1 provides that positions in the Department of Foreign Affairs are classified according to a schedule of classes and rates.
- Chief of Mission, Class I is set at P37.344.
- Chief of Mission, Class II is set at P35,532.
- Career Minister and Senior Foreign Affairs Adviser are each set at P27,732.
- Foreign Service Officer, Class I is set at P23,892, 22,728, and 21,624.
- Foreign Affairs Adviser is set at P20,580.
- Foreign Service Officer, Class II is set at P20,580, 19,584, and 18,636.
- Foreign Service Officer, Class III is set at P17,724, 16,860, and 16,044.
- Foreign Service Officer, Class IV is set at P15,234, 14,532, and 18,824.
- Foreign Service Staff Officer I is set at P13,824, 13,152, and 12,516.
- Foreign Service Staff Officer II is set at P12,516, 11,904, and 11,328.
- Foreign Service Staff Service III is set at P10,776, 10,260, and 9,756.
- Foreign Service Staff Employee I is set at P9,288, 8,832, and 8,400.
- Foreign Service Staff Employee II is set at P7,992, 7,608, and 7,236.
- Foreign Service Staff Employee III is set at P6,240, 5,928, and 5,640.
Coverage of positions outside the schedule
- Section 2 provides that positions not falling under the classes listed in Section 1 are still covered by a classification system.
- Such positions are subject to the existing WAPCO Classification and Pay Plans (Section 2).
Implementation timetable and rules
- Salary increases are not treated as automatically effective for all purposes immediately; Section 3 requires implementation in accordance with a timetable.
- The President approves the rules and regulations that govern the implementation timetable (Section 3).
