Existing Rates Prior to the Order
- Combat Duty Pay for qualified AFP members was P500.00 per month.
- Combat Incentive Pay for AFP was P150 per day, capped at P1,500 per Operation Order (OPORD) or Fragmentary Order (FRAG-O).
- Combat Duty Pay for qualified uniformed PNP personnel was a maximum of P340.00 per month.
Purpose of the Executive Order
- To increase Combat Duty Pay and Combat Incentive Pay.
- To extend these increased allowances to uniformed personnel of the Philippine National Police.
- To improve living conditions of AFP and PNP personnel engaged in frontline combat and police operations.
Combat Duty Pay (Section 1)
- Fixed rate of Combat Duty Pay for AFP officers, enlisted personnel, and PNP uniformed personnel is set at P3,000.00 per month.
Eligibility for Combat Duty Pay (Section 2)
- Officers and enlisted personnel of AFP performing combat duties/activities.
- Uniformed personnel of PNP engaged in actual police operations as defined by regulations from the Secretary of National Defense and the National Police Commission.
Combat Incentive Pay (Section 3)
- AFP and PNP personnel directly involved in actual combat against insurgent, terrorist, and lawless elements are entitled to an additional P300.00 per day.
- Conditions for entitlement:
- The operation must be covered by an OPORD/FRAG-O for AFP or a Mission Order for PNP.
- Personnel must be part of the published task organization in the OPORD/FRAG-O or Mission Order.
- The total Combat Incentive Pay per individual shall not exceed P3,000.00 per month.
- This allowance is paid in addition to the P3,000.00 Combat Duty Pay.
Funding (Section 4)
- Initial funding shall be from the Miscellaneous Personnel Benefits Fund.
- Subsequent funding shall come from AFP and PNP budgets in the General Appropriations Act.
- Allocation of funds depends on submission of actual rosters to the Department of Budget and Management.
- Validated personnel lists are the basis for fund allocation in succeeding years.
Legal Provisions (Section 5 and 6)
- Separability Clause ensures that if any part is invalidated, remaining provisions remain effective.
- All inconsistent executive orders, rules, and regulations are repealed, amended, or modified.
Effectivity (Section 7)
- The Executive Order takes effect on September 1, 2016.
