Increase Bed Capacity, Upgrade Region II Trauma Center

Section 1 increases the authorized bed capacity of the Veterans Regional Hospital in Bayombong, Nueva Vizcaya from 200 to 500 beds.
Section 2 renames the hospital as the Region II Trauma and Medical Center.
Section 3 directs that the hospital’s facilities and professional health care services be upgraded for the bed-capacity increase.
Section 4 requires a corresponding increase in the hospital workforce and authorizes coordination among national agencies.

Republic Act No. 11081 is enacted to increase bed capacity, upgrade services and facilities, and enhance professional health care at the Bayombong veterans hospital (Sections 1–3).
Republic Act No. 11081 authorizes the creation and filling of additional medical personnel to match the capacity increase (Section 4).
Republic Act No. 11081 provides for implementation within a defined time period and directs program inclusion and funding through the annual General Appropriations Act (Sections 5–6).

The authorized bed capacity of the hospital is increased from two hundred (200) to five hundred (500) beds (Section 1).
The hospital is known as the Region II Trauma and Medical Center (Section 2).
The facilities of the Region II Trauma and Medical Center are upgraded to conform with the increased authorized bed capacity (Section 3).
The professional health care services of the Region II Trauma and Medical Center are upgraded to be commensurate with the increased authorized bed capacity (Section 3).

The existing workforce of the Region II Trauma and Medical Center is increased correspondingly to support the bed-capacity increase (Section 4).
The Department of Health coordinates with the Department of Budget and Management and the Civil Service Commission to determine the additional plantilla positions (Section 4).
The determination of additional plantilla positions is made after consultation with the Region II Trauma and Medical Center (Section 4).

Implementation of the bed-capacity increase from 200 to 500 beds is carried out for a period of not more than three (3) years from the approval of the Act (Section 5).
The Secretary of Health immediately includes the implementation of Republic Act No. 11081 in the Department’s program (Section 6).
Funding for the implementation is included in the annual General Appropriations Act (Section 6).
