Scope: hospital bed capacity increase
- Section 1 increases the authorized bed capacity of the Unayan Municipal Hospital in the Municipality of Binidayan, Province of Lanao del Sur from ten (10) beds to fifty (50) beds.
- Section 1 requires that any future increase in bed capacity must be consistent with the hospital development plan prepared by the Chief of Hospital of the Unayan Municipal Hospital.
- Section 1 requires submission of that hospital development plan to the Bangsamoro Autonomous Region in Muslim Mindanao through a Ministry of Health.
- Sections 2 and 3 implement the bed increase by requiring upgrades to services/facilities and corresponding workforce increases for the same hospital.
Hospital development plan requirement
- Section 1 requires the Chief of Hospital of the Unayan Municipal Hospital to prepare the hospital development plan for any future increase in bed capacity.
- Section 1 requires submission to the Bangsamoro Autonomous Region in Muslim Mindanao a plan through the Ministry of Health.

Upgrading services and facilities

Workforce expansion for commensurate capacity
- Section 3 requires that the existing workforce of Unayan Municipal Hospital be increased correspondingly.
- Section 3 expressly covers workforce categories including doctors, nurses, and support personnel.
Funding responsibilities and appropriations
- Section 4 directs the Bangsamoro Autonomous Government to provide necessary funds for maintenance and other operating expenses of Unayan Municipal Hospital.
- Section 4 directs the Bangsamoro Autonomous Government to appropriate funds for additional human resources needed for:
- the increase in bed capacity, and
- the corresponding upgrading of service facilities and professional health care services.
- Section 5 requires the Secretary of the DOH to include in the Department’s subsidy program support for capital outlay requirements of the Unayan Municipal Hospital.
DOH subsidy for capital outlay
- Section 5 mandates that the DOH subsidy program include support for capital outlay requirements of the Unayan Municipal Hospital.
- Section 5 assigns responsibility for inclusion in the subsidy program to the Secretary of the DOH.
Modification of inconsistent issuances
- Section 6 provides that all laws, executive orders, issuances, rules and regulations inconsistent with Republic Act No. 11885 are modified accordingly.
