Core bed-capacity expansion mandate
- Section 1 increases the authorized bed capacity of the Martin Marasigan Memorial Hospital (MMMH) in the Municipality of Cuenca, Province of Batangas from twenty-five (25) to eighty (80) beds.
- Section 1 requires that any future increase in MMMH bed capacity must be consistent with the hospital development plan prepared by the Chief of Hospital of the MMMH.
Upgrading health services and facilities
- Section 2 upgrades the existing professional health care services and facilities of the MMMH to conform with and be commensurate to the increased authorized bed capacity under Section 1.
- Section 2 ties the required upgrades to the increased capacity from 25 to 80 beds.
Corresponding workforce increase
- Section 3 requires an increase in the existing workforce of the MMMH correspondingly.
- Section 3 expressly includes the following workforce categories: doctors, nurses, and support personnel.
Funding responsibilities for capacity increase
- Section 4 requires the Provincial Government of Batangas to provide the necessary funds to support:
- the increase in MMMH bed capacity; and
- the corresponding upgrading of MMMH facilities and services.
- Section 5 requires the Secretary of the Department of Health to include in the Department’s subsidy program support for the capital outlay requirements of the hospital.
Constitutional clause, modification of inconsistent laws
- Section 6 provides that if any provision or part of Republic Act No. 11871 is declared unconstitutional, the remaining provisions not affected remain in full force and effect.
- Section 7 modifies laws, executive orders, issuances, rules, and regulations inconsistent with Republic Act No. 11871 accordingly.
