Upgrade of Health Care Services and Facilities

  • The existing professional health care services and facilities at EAMC are to be upgraded.
  • These upgrades are to correspond with the increased bed capacity to maintain quality and service standards.

Increase in Workforce

  • The existing workforce, including doctors, nurses, and support personnel, shall be increased proportionally to the bed capacity expansion.
  • The Secretary of Health, in coordination with the Secretary of the Department of Budget and Management (DBM) and the Chairperson of the Civil Service Commission (CSC), will determine and create the additional positions.
  • Consultation with the Chief of EAMC is required for this staffing determination.

Funding and Implementation

  • The Secretary of Health is mandated to include the implementation of this Act in the DOH program immediately.
  • The funding necessary for this is to be provided in the annual General Appropriations Act.

Severability Clause

  • If any section or provision of the Act is declared invalid, the remaining provisions will continue to be effective and valid.

Repealing Clause

  • Laws, decrees, executive orders, rules, regulations, or other issuances inconsistent with this Act are repealed, amended, or modified accordingly.

Effectivity

  • The Act will take effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
