Upgrading of Healthcare Services and Facilities
- Existing health care services and facilities of CNCMH are to be upgraded.
- The upgrades must correspond with the increased bed capacity.
- The improvements aim to ensure services and facilities are commensurate with the hospital’s expanded capability.
Expansion of Workforce
- The hospital’s workforce, including doctors, nurses, and support personnel, shall be increased.
- The increase in human resources is proportional to the increase in bed capacity and service upgrades.
Funding and Maintenance
- The Provincial Government of Bohol is responsible for funds necessary for maintenance and operating expenses of CNCMH.
- The provincial government shall also allocate funds for the expanded human resource requirements.
- Appropriations must support both the bed capacity increase and the upgrade of services and facilities.
Department of Health Subsidy Support
- The Secretary of the DOH shall include CNCMH’s capital outlay requirements in the Department’s subsidy program.
- This provision ensures that capital expenditures associated with expansion and upgrading are financially supported at the national level.
Severability Clause
- If any part of the Act is declared unconstitutional, other provisions remain effective.
- This clause preserves the validity of the law’s remaining provisions despite judicial invalidation of any section.
Repealing Clause
- Previous laws, executive orders, issuances, rules, and regulations inconsistent with this Act are repealed or modified accordingly.
- This ensures that provisions conflicting with the Act are amended for legal coherence.
Effectivity Clause
- The Act takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
- This clause ensures timely enforcement and public awareness following official publication.
