Increase Bed Capacity of Dr. Jose N. Rodriguez Hospital

Section 1 amends Republic Act No. 9420 by changing the bed allocation for tertiary general hospital services of the Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium in Tala, Caloocan City.
Section 7 repeals, amends, or modifies all laws, decrees, orders, issuances, rules and regulations, or parts thereof inconsistent with Republic Act No. 11286.

Section 1 increases the authorized beds for tertiary general health care services to expand capacity.
Section 2 requires upgrading existing facilities to match the increased bed capacity.
Section 3 requires corresponding workforce expansion to support the increased bed capacity.
Section 5 provides funding mechanisms to operationalize and sustain the increased bed capacity.

Republic Act No. 11286 applies to the Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium located in Tala, Caloocan City.
Section 1 increases the authorized beds for tertiary general hospital services from two hundred (200) to eight hundred (800) beds.
Section 1 reapportions the hospital’s total authorized bed capacity of two thousand (2,000) beds.
Section 1 allocates one thousand two hundred (1,200) beds for leprosy services.

Section 1 increases the authorized tertiary general hospital services bed count from 200 to 800.
Section 1 effects the reapportionment of the hospital’s total authorized bed capacity of 2,000 beds.
Section 1 fixes the remaining bed allocation for leprosy services at 1,200 beds.

Section 2 upgrades the hospital’s existing professional health care services and facilities to conform to, and be commensurate with, the increased bed capacity.
Section 3 requires a corresponding increase in the hospital’s existing workforce.
Section 3 directs the Department of Health (DOH), in coordination with the Department of Budget and Management (DBM) and the Civil Service Commission (CSC), and after consultation with the hospital, to determine the additional plantilla positions to be created pursuant to Republic Act No. 11286.

Section 4 requires the increase in bed capacity for tertiary general hospital use—from 200 to 800—to be implemented consistent with the hospital’s development plan.
Section 4 limits the implementation standard to consistency with the hospital development plan.

Section 5 requires the Secretary of Health to include in the Department’s program the operationalization of the increase in beds for tertiary general health care purposes.
Section 5 provides that the initial funding for operationalization is charged against the current year’s appropriations of the hospital.
Section 5 requires that thereafter, funds necessary for continued operationalization are included in the General Appropriations Act (GAA).

Section 6 provides that if any provision or part of Republic Act No. 11286 is declared unconstitutional, the remaining parts not affected remain in full force and effect.
Section 7 provides that all laws, decrees, orders, issuances, rules and regulations, or parts thereof inconsistent with Republic Act No. 11286 are repealed, amended, or modified accordingly.
