Upgrade of Health Care Facilities
- Mandates the upgrading of existing professional health care services and facilities at the hospital to match the increased bed capacity for tertiary services.
- Ensures that service quality and infrastructure correspond with the expanded capacity.
Increase in Workforce and Creation of Positions
- Requires a corresponding increase in hospital workforce to sustain enhanced service delivery.
- The Department of Health (DOH), in coordination with the Department of Budget and Management (DBM) and the Civil Service Commission (CSC), will determine additional plantilla positions.
- This is to be done in consultation with hospital management.
Implementation of the Capacity Increase
- The bed capacity increase shall be implemented in accordance with the hospital’s development plan.
- Ensures level-headed, phased, or planned adaptation to the increased service capability.
Appropriations and Funding
- The Secretary of Health shall include the operationalization of the increased bed capacity in the DOH’s programs.
- Initial funding to come from the hospital’s current year appropriations.
- Subsequent funding for continued operations to be included in the General Appropriations Act (GAA).
Separability Clause
- If any provision of the Act is declared unconstitutional, remaining provisions shall remain effective and enforceable.
Repealing Clause
- Repeals or amends any laws, decrees, orders, rules, or regulations inconsistent with this Act.
Effectivity
- The Act takes effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation.
