Increase of AFP and INP Subsistence Allowance

Executive Order No. 257 is issued to increase subsistence allowances that were previously set by:
- Executive Order No. 987 (dated October 4, 1984) for Armed Forces of the Philippines military personnel at PHP 12.00 per day; and
- Executive Order No. 1006 (dated January 30, 1985) for Integrated National Police uniformed personnel at PHP 12.00 per day.
Executive Order No. 257 replaces the prior PHP 12.00 per day subsistence allowance rates with a higher rate.

Executive Order No. 257 recognizes that PHP 12.00 per day is inadequate to meet basic requirements.
Executive Order No. 257 links increased professional effectiveness and efficiency of AFP and INP personnel to adequate support and incentives given the risks of their duties as guardians of law, public safety, and security.

Section 1 covers officers and enlisted personnel of the Armed Forces of the Philippines, including:
- draftees,
- trainees,
- Probationary Second Lieutenants/Ensigns undergoing military training,
- CMT cadets on summer camp training, and
- reserve officers and enlisted reservists undergoing training or assembly/mobilization test.
Section 2 covers uniformed personnel of the Integrated National Police.

Section 1 increases the AFP subsistence allowance from PHP 12.00 per day to PHP 18.00 per day.
Section 2 increases the INP subsistence allowance from PHP 12.00 per day to PHP 18.00 per day.

Section 3 provides that the funds needed to implement Executive Order No. 257 shall be included in the CY 1988 Annual Appropriations of the AFP and INP.
Section 4 directs the Secretary of National Defense and the Chairman of the National Police Commission, respectively, to issue the implementing instructions necessary and proper to carry out Executive Order No. 257.

Section 5 repeals or modifies all rules and regulations and other issuances (or parts thereof) that conflict with Executive Order No. 257.
Section 6 confirms the effective date is January 1, 1988.
