Legal basis and predecessor amendment
- MMDA Regulation No. 99-009 is promulgated pursuant to Section 6 of Republic Act No. 7924.
- Section 1 of MMC Ordinance No. 1, series of 1989 is amended to increase the service fee for the MMDA Traffic Operations Center’s clearance.
- Section 2 provides that the regulation amends MMC Ordinance No. 1, s. 1989 and any other issuance inconsistent with it.

Fee increase for MMDA clearance
- The service fee for the issuance of the MMDA Traffic Operations Center’s clearance is increased from TEN (P10.00) PESOS to THIRTY (P30.00) PESOS.
- The increased fee is implemented by replacing Section 1 of MMC Ordinance No. 1, s. 1989.
- The operative amendment is expressly stated to read: “Section 1. The service fee for the issuance of MMDA Traffic Operations Center's clearance is hereby increased from TEN [P10.00] PESOS to THIRTY [P30.00] PESOS.”
Publication and take-effect rule
- MMDA Regulation No. 99-009 takes effect fifteen (15) days after publication in two (2) newspapers of general circulation.
- Section 3 makes publication in two (2) newspapers of general circulation the condition precedent to the 15-day effectivity period.
