Scope and Applicability
- The law applies specifically to public officers or employees responsible for the custody and correction of prisoners or detainees.

Definition of Maltreatment and Prohibited Conduct
- Maltreatment consists of imposing unauthorized punishments.
- Inflicting punishments in a cruel and humiliating manner also constitutes maltreatment.
- The maltreatment must be committed by persons in charge of prisoners or detainees.
Penalties for Maltreatment
- General maltreatment is punishable by imprisonment ranging from the medium period of prision correctional to the minimum period of prision mayor.
- The offender is also liable for any physical injuries or damage caused to the prisoner.
Enhanced Penalties for Specific Purpose
- If maltreatment is done with the intent to extort a confession or obtain information, the penalty is increased to the minimum period of prision mayor.
- Additional penalties include temporary absolute disqualification from public office and a fine not exceeding Php 6,000.
- Liability for physical injuries or damages remains.
Immediate Effectivity
- The Executive Order took effect immediately upon issuance on November 7, 1986.
