Areas of Increased Local Government Involvement
- Construction and repair of school buildings.
- Construction and maintenance of roads, including foreign-assisted rural road programs.
- Small-scale public works: municipal wharves, river and flood control structures, artesian wells, and other water supply projects.
- Inclusion of other projects as may be determined in the future.
Procedures for Road Maintenance Fund Consolidation
- Minister of Local Government and Community Development to consult the Association of Barangays.
- Determine municipalities where barangay road maintenance funds may be consolidated.
- Establish prioritization procedures for fund utilization within municipalities.
Implementation of Road Projects by Local Governments
- In provinces under Provincial Development Assistance Program (PDAP) or Rural Roads Improvement Program (RRIP) with adequate equipment and technical capability:
- Local governments to fully (100%) implement road projects under Construction, Rehabilitation, Betterment, and Improvement Program (CRBI).
- Ministry of Public Works and Highways to retain technical supervision.
- In provinces not covered or lacking capacity:
- Local government participation in CRBI determined case-by-case based on capability.
Administration of Funds for School Building Construction
- 50% of annual appropriation for school buildings by Ministry of Public Works and Highways to be administered through local government units.
- Local governments responsible for construction, supervised without fee by the Ministry’s District Engineer.
- Construction and fund administration to be done in consultation with the local School Board and cooperation with Parent-Teachers Association.
Small Public Works Projects
- Local governments undertake projects case-by-case.
- May be joint efforts with national agencies or direct undertakings with technical assistance.
- Barangay involvement mandatory in all such projects.
Formation of Coordinating Committee
- Committee composed of Ministers of Local Government and Community Development (Chairman), Public Works and Highways, Education and Culture, Budget, and Chairman of Commission on Audit.
- Tasked to promulgate rules and regulations to expedite construction of projects under the national infrastructure program involving local governments.
Legal Authority and Execution
- Mandated by Presidential Executive Order of 1982.
- Signed by the President and countersigned by Presidential Executive Assistant.
- Establishes clear administrative and supervisory roles across ministries, local governments, and barangays for effective infrastructure development participation.
