Increase Subsistence Allowance for AFP Personnel

The Executive Order increases subsistence allowance because the then-current allowance of Thirty Pesos (P 30.00) per day is no longer adequate to meet the quality and quantity of food deemed appropriate for military personnel.
The Executive Order targets officers and enlisted personnel of the Armed Forces of the Philippines, including specified trainees, reservists, and cadets undergoing required training or assembly/mobilization.

Section 1 increases the subsistence allowance for officers and enlisted personnel of the Armed Forces of the Philippines.
Section 1 expressly includes draftees and trainees.
Section 1 expressly includes Probationary Second Lieutenants/Ensigns undergoing military training.
Section 1 expressly includes CMT cadets on summer camp training.
Section 1 expressly includes reserve officers and enlisted reservists undergoing training or assembly/mobilization test.
Section 1 expressly includes cadets of the Philippine Military Academy and cadets of the Philippine Air Force Flying School.

Section 1 increases the subsistence allowance from Thirty Pesos (P 30.00) to Sixty Pesos (P 60.00) per day.
The increase becomes effective on September 1, 1998 under Section 1.
Section 5 confirms that the Executive Order takes effect on September 1, 1998.

Section 2 requires that funds needed to implement this Executive Order in CY 1998 be supported from DBM Reserve Control Account.
Section 2 requires that funds for CY 1999 and beyond be included in the Annual Appropriations of the Armed Forces of the Philippines.

Section 3 directs the Secretary of National Defense to issue implementing instructions necessary and proper to carry out the intent of the Executive Order.
Section 4 repeals or modifies, accordingly, all rules and regulations and other issuances (or parts thereof) that conflict with the Executive Order.
