Rationale for the Increase
- The increase aligns the subsistence allowance of PNP personnel with that of the Armed Forces of the Philippines (AFP), whose allowance was raised by Executive Order No. 18 in 1998.
- The officers and personnel of the PNP share similar socioeconomic challenges and benefits as AFP members, given their roles in public order, safety, peacekeeping, and national defense.
- The previous allowance of Thirty Pesos was deemed inadequate due to rising food prices and nutrition requirements.
Funding and Budgetary Provisions
- For the calendar year 1999, the necessary funds shall be sourced from the Miscellaneous Personnel Benefits Fund.
- Starting in 2000 and subsequent years, the increased subsistence allowance shall be incorporated into the Philippine National Police's Annual Appropriations.
