Use of unexpurgated books in libraries
- Section 2 makes it obligatory for all schools and universities to keep in their libraries an adequate number of copies of the original and unexpurgated editions of Noli Me Tangere and El Filibusterismo, as well as copies of Jose Rizal’s other works and biography.
- Section 2 requires that the unexpurgated editions of Noli Me Tangere and El Filibusterismo (or their English translations) and other Rizal writings be included in the list of approved books for required reading in all public or private schools, colleges, and universities.
- Section 2 gives the Board of National Education the authority to determine the adequacy of book numbers depending upon enrollment of the school, college, or university.
Translation, printing, and free distribution
- Section 3 directs the Board of National Education to cause the translation of Noli Me Tangere and El Filibusterismo, as well as other writings of Jose Rizal, into English, Tagalog, and the principal Philippine dialects.
- Section 3 requires the Board to cause these translations to be printed in cheap, popular editions.
- Section 3 requires the Board to cause distribution free of charge to persons desiring to read them through Purok organizations and Barrio Councils throughout the country.
Religious instruction not amended
- Section 4 provides that nothing in the Act amends or repeals Section 927 of the Administrative Code, which prohibits the discussion of religious doctrines by public school teachers and other persons engaged in public school work.
Implementation by Board of National Education
- Section 1 authorizes and directs the Board of National Education to adopt and carry out measures implementing the curriculum inclusion requirements.
- Section 1 requires the Board to ensure the writing and printing of appropriate primers, readers, and textbooks to carry out the Act.
- Section 1 requires the Board to promulgate rules and regulations within sixty (60) days from the Act’s effectivity, including disciplinary rules, to carry out and enforce the Act.
- Section 1 requires rules and regulations providing an exemption from the course requirement part for students for reasons of religious belief, supported by a sworn written statement.
- Section 1 requires that the exemption rules must not exempt students from taking the course provided for in the first part of the first paragraph of Section 1.
Publication and effectivity of implementing rules
- Section 1 provides that the rules and regulations on the disciplinary measures and the religious exemption provisions take effect thirty (80) days after their publication in the Official Gazette.
Appropriation for Act purposes
- Section 5 authorizes the appropriation of PHP 300,000 from any fund not otherwise appropriated in the National Treasury to carry out the purposes of the Act.
Date of approval and effectivity
- The Act was approved on June 12, 1956.
- Section 6 provides that the Act takes effect upon its approval.
