- Section 2(e), Article I;
- Section 40, Article X of Republic Act No. 6425, as amended.
- The Commission on Narcotics Drugs made the deciding ruling (S-IX) guiding this regulation.

Effective Date and Publication Requirements
- The regulation takes effect fifteen (15) days after the completion of its publication.
- Publication must be in a newspaper of general circulation.
- The publication should occur once a week for two (2) consecutive weeks.
