Definition of Step-Parent
- A step-parent is defined as an individual who assumes the parental role towards the biological children of his/her spouse.
- This occurs when the spouse’s prior marriage has been dissolved either by death or annulment.
Definition of Adoptive Parent
- An adoptive parent is an individual who acquires parental authority through the legal adoption process.
- The authority arises by operation of law, not by biology or marriage.
Definition of Biological Parent
- A biological parent is one who has a direct genetic relationship with the child.
- This relationship is distinct from those derived by adoption or marriage.
Effective Date and Authority
- This Circular was adopted on September 15, 2004.
- It took immediate effect upon adoption.
