Declaration of policy and purpose
- Section 1 declares the Mindoro Integrated Rural Development Project to be a project of the national government.
- Section 1(a) adopts a policy to integrate national and local government agencies into a working team for planning and implementation of rural development projects.
- Section 1(b) adopts a policy to decentralize planning and implementation of rural development projects to the local government level.
National coordination structure established
- Section 2 establishes a Cabinet Coordinating Committee on Integrated Rural Development Projects of the National Economic and Development Authority, referred to as the Cabinet Committee.
- The Cabinet Committee composition is as follows:
- Secretary, Department of Agriculture — Chairman
- Secretary, Department of Public Works, Transportation & Communications — Vice-Chairman
- Executive Secretary, Office of the President — Member
- Director-General, National Economic and Development Authority — Member
- Secretary, Department of Finance — Member
- Secretary, Department of Local Government and Community Development — Member
- Secretary, Department of Agrarian Reform — Member
- Secretary, Department of Natural Resources — Member
- Secretary, Department of Public Highways — Member
- Section 2 directs that integrated rural development projects, including the Mindoro Integrated Rural Development Project, the Bicol River Basin Project, and the Cagayan Integrated Agricultural Development Project, remain under the supervision and direction of the National Economic and Development Authority through this Cabinet Committee.
- Section 2 empowers the Cabinet Committee as the policy-making and governing body for integrated rural development projects and authorizes it to create a Secretariat.
Executive Committee for the Project
- Section 3 requires the Cabinet Committee to create an Executive Committee to serve as the policy-making and governing body of the Project.
- Section 3 provides that the Executive Committee is chaired by the Secretary of Natural Resources.
- Section 3 provides Executive Committee membership of:
- Secretary of Agriculture
- Secretary of Public Highways
- Secretary of Health
- Secretary of Public Works, Transportation and Communications
- Governors of the two Mindoro Provinces, or their duly designated representatives
- Section 4 authorizes the Executive Committee, through its Chairman, to:
- Formulate policies and guidelines for implementation and management of the Project
- Oversee coordination of planning and implementation
- Identify other rural development projects in the Mindoro provinces for inclusion in the adopted integrated rural development program
- Authorize the Project Director and/or implementing departments/agencies to prepare feasibility studies for newly identified rural development projects
- Arrange and/or negotiate with local and foreign financial institutions for funding of other rural development projects mentioned for the Mindoro provinces
- Review consolidated plans, budgets, and work programs
- Call upon any government department, bureau, office, instrumentality, or political subdivision for assistance needed
- Exercise other inherent powers and policy-making functions
Mindoro Office and Project Director
- Section 5 creates a Mindoro Integrated Rural Development Office (the Mindoro Office) under the direct supervision of the Executive Committee.
- Section 5 requires the Mindoro Office to coordinate implementation of the Project by implementing departments and agencies at the national and provincial levels, with principal office in Metropolitan Manila.
- Section 5 directs that the Mindoro Office be headed by a Project Director who maintains a technical and management staff, including staff for assessing the agro-economic aspects of the Project.
- Section 5 requires provincial offices in the Mindoro provinces for effective provincial-level management.
Project Director appointment and qualifications
- Section 6 requires appointment of the Project Director by the Executive Committee.
- Section 6 provides tenure until the Mindoro Office is dissolved, unless removed from office for cause by the Executive Committee.
- Section 6 requires the Project Director to be a:
- Natural-born citizen of the Philippines
- At least thirty (30) years of age
- Holder of a proven record of executive competence in public administration and/or infrastructure projects, or in management of agricultural, industrial, or commercial enterprises.
- Section 6 authorizes the Executive Committee to fix the Project Director’s annual compensation and allowances.
Project Director authority and reporting duties
- Section 7 directs the Project Director to directly coordinate all implementing departments and agencies in planning and implementation of the projects.
- Section 7 requires monitoring and evaluation of the progress and effects of project execution by implementing departments and agencies.
- Section 7 requires periodic submission of financial and work accomplishment reports to the Executive Committee.
- Section 7 requires the Project Director to approve and consolidate requests for budget releases by implementing departments and agencies and forward them to the Budget Commission for releases of funds.
- Section 7 requires maintenance of records of all equipment and services procured under the Project and collection and consolidation of all project accounts maintained by implementing departments and agencies.
- Section 7 requires submission of audited project accounts containing the auditor’s opinion to the International Bank for Reconstruction and Development within four (4) months after the close of each fiscal year.
- Section 7 requires ensuring that all conditions in the loan agreement between the International Bank for Reconstruction and Development and the Philippine Government are faithfully complied with by all concerned.
- Section 7 authorizes the Project Director to:
- Organize, appoint, remove, and/or discipline personnel of its technical and management staff
- Adopt and promulgate administrative rules and procedures for internal management of the Mindoro Office and its provincial project offices
- Call upon any government department, bureau, office, agency, instrumentality, or political subdivision to assist in planning and implementation
- Apply for, receive, and accept grants and donations of funds, equipment, materials, and services for the Project from sources within and outside the Philippines
- Prepare feasibility studies for newly identified rural development projects as authorized by the Executive Committee
- Perform functions inherently necessary for operational management consistent with Executive Committee policies and guidelines.
Advisory and provincial coordination bodies
- Section 8 creates a Project Advisory Committee to provide management assistance, advise the Project Director, and resolve problems of inter-agency coordination at the national level.
- Section 8 makes the Project Advisory Committee chair the Project Director and include the Governors of Oriental Mindoro and Occidental Mindoro and senior officers from each implementing department and agency designated by their respective heads.
- Section 9 creates a Provincial Project Office for each of the two Mindoro Provinces to coordinate provincial-level implementation.
- Section 9 requires each Provincial Project Office be headed by the respective Governor, who reports directly to the Project Director.
- Section 9 requires creation of Provincial Development Councils in each Mindoro province:
- Headed by the respective Governor
- Composed of senior officials of each implementing department and agency in the province and representatives from the PNB and Rural Banks
- Tasked to resolve inter-agency coordination problems at the provincial level and provide advisory and staff assistance to the heads of the Provincial Project Offices.
- Section 10 creates an Agricultural Development Coordinating Council for each Mindoro province reporting to the heads of the Provincial Project Offices.
- Section 10 requires each Agricultural Development Coordinating Council be headed by the Coordinator of the Provincial Development Staff and composed of representatives of each national government department and agency providing agricultural support services in the respective provinces.
Implementing departments’ planning, budgets, procurement
- Section 11 assigns implementation responsibility to enumerated departments and agencies, including:
- Department of Agriculture
- Department of Natural Resources
- Department of Public Works, Transportation and Communications
- Department of Health
- Department of Public Highways
- Department of Agrarian Reform
- Department of Local Governments and Community Development
- National Irrigation Administration
- Presidential Assistant on National Minorities
- Commission on National Integration
- Provincial Governments of the Mindoro Provinces

- Section 11 requires each implementing department and agency to submit to the Project Director for approval its:
- Annual project plans, budget, and corresponding work program within three (3) months before the start of the ensuing fiscal year
- Financial and work plans for every request for budget release
- Periodic reports containing results of operations
- Section 11 assigns procurement responsibilities:
- The Department of Public Highways procures the necessary commodity and service requirements for projects assigned to it and submits all pertinent documents to the Project Director for information.
- The National Irrigation Administration procures the commodity and service requirements for all other projects.
Loan agreement compliance and internal observance
- Section 12 enjoins all departments and agencies, including provincial governments and all concerned government offices, to strictly observe all terms and conditions in the loan agreement executed between the International Bank for Reconstruction and Development and the Philippine Government in planning and implementation of the Min
