Development and Purpose of the IMP Handbook

The IMP Handbook was developed to operationalize the program.
Serves as a do-it-yourself manual to guide government offices in implementing the IMP.
Contains detailed instructions, tools, templates, and forms for each step of the IMP implementation.

Legal Basis and Authority for the Operational Guidelines

Section 7 of Executive Order No. 176 mandates the issuance of Memorandum Circular containing the Operational Guidelines of the IMP.
The Office of the President, via the Office of the Executive Secretary, is responsible for issuing this Circular.
The issuance follows the recommendation of the Program Management Committee (PMC).

Directive for Implementation and Adoption

All covered government entities are urged to initiate the establishment of IMS in their offices.
The IMP Handbook is to be adopted as the guiding framework for implementing the IMP.

Effectivity

This Memorandum Circular takes effect immediately upon issuance.
