Definitions established for LSV rules
- Low Speed Vehicles (LSV) are 4-wheeled motor vehicles limited to motor vehicles eligible for LTO registration that use alternative fuels like electricity and have maximum speed capability not more than kilometers per hour (25 miles per hour).
- Provincial Roads are roads connecting cities and municipalities without traversing national roads, roads connecting national roads to barangays through rural areas, and roads connecting national roads to major provincial government infrastructure.
- Municipal and City Roads are roads within the poblacion, roads connecting to provincial and national roads, and roads providing inter-barangay connections and major municipal and city infrastructure without traversing provincial roads.
- Barangay Roads are other public roads within the barangay.
- Central Business District is the municipality’s business and commercial core, also known as “Downtown.”
LSV classification for registration
- LSVs must be classified as private, for-hire, or government based on the LSV’s configuration, such as its cars/UV/SUV/MC denomination.
- The classification must use the appropriate denomination corresponding to the LSV’s configuration.
Mandatory documentary reporting and submission
- LSVs must be reported first by their manufacturer, assembler, importer, and/or dealer to the LTO as stock prior to registration.
- All documents necessary for stock reporting or registration that are applicable to LSVs must be required for compliance.
- A CCES is no longer required for LSVs powered solely by an electric motor.
Motor Vehicle User’s Charge (MVUC) rule
- The collectible motor vehicle user’s charge (MVUC) for an LSV must use the corresponding rate for its GVW as prescribed under Republic Act No. 8794.
Required inspection before registration
- LSVs must undergo roadworthiness inspection at the Motor Vehicle Inspection Station (MVIS) of the LTO.
- LSVs must undergo smoke emission testing prior to registration.
- LSVs powered solely by an electric motor are exempt from smoke emission testing until emission standards for electric powered vehicles are made available.
Plate and sticker assignment by use
- Private LSV must be issued orange plates and stickers.
- For-hire LSV must be issued yellow plates and orange stickers.
Where LSVs may operate; crossing limits
- LSVs may operate only within the CENTRAL BUSINESS DISTRICT and along municipal, city, or barangay roads.
- LSVs may pass along main thoroughfares, highways, or national road only to cross when a provincial road or municipal/city road or barangay road is divided by a highway, main thoroughfares, or a national road.
- LSVs must yield the right of way to all oncoming traffic that constitutes an immediate hazard.
- LSVs may use the main thoroughfares, highways, or national road only if those routes have been designated and posted as open for travel by LSV by the concerned government agencies.
Publication rule and supersession
- The rules take effect fifteen (15) days after publication in a newspaper of general circulation.
- All orders or memoranda inconsistent with these rules are superseded upon effectivity.
