Legal basis and prior issuance changes
- Executive Order No. 218 (dated March 15, 2000) and DOF-DBM Joint Circular 2000-2 (dated April 04, 2000) provide the authority for promulgating administrative rules on fees and charges.
- The revised schedule revises DOTC Department Order No. 93-693 (series of 1993).
- The circular specifically implements Department Order No. 2008-11 (March 25, 2008).
- Any Department Memorandum Orders, Circulars, and other administrative issuances in conflict with this circular are revoked, amended, or revised accordingly.
- All existing fees, penalties, and fines not listed in the circular continue to be enforced at the same rate.
Policy purpose and scope of application
- The circular establishes an approved schedule of LTO administrative fees and charges on motor vehicle/motorcycle plates.
- The fees apply to costs and charges connected to plates, tags, stickers, and related plate transactions, including validation, replacement, duplicate issuance, and special plate categories.
- The schedule covers charges for regular motor vehicle plates, motorcycle plates, trailer plates, stickers and tags, duplicate plates, and vanity plates.
- The schedule also covers charges for optional motor vehicle special plates and replacement of dilapidated plates.
- The circular directs all concerned parties to observe the promulgated schedule.
Defined plate fee categories
- The circular sets a fee for Cost of Plates covering regular motor vehicle plates (per pair), motorcycle plates (per piece), and trailer plates (single).
- The circular sets separate sticker and tag charges covering validation sticker & plate year tags (MV), denomination sticker, and plate year tags for Trailer, MC, and TC.
- The circular sets distinct replacement charges for replacement of validation stickers and replacement of plate year tags.
- The circular sets separate charges for duplicate plates and specifies categories for Regular, MC/TC, and Trailer.
- The circular establishes fee schedules for vanity plates and enumerates specific charges for select/premium/limited editions and related vanity-plate transactions and penalties.
Plate, sticker, and tag fees (rates)
- The circular fixes the Cost of Plates at P 450.00 for a Regular Motor Vehicle plate (per pair) for each of: Private, For Hire, Government, Protocol, Diplomatic, and OEV.
- The circular fixes the Cost of Plates for Motorcycle plate (per piece) at P 120.00 for each of: Private, For Hire, Government, Diplomatic, OEV, and Light Electric Vehicle (LEV).
- The circular fixes the Cost of Plates for a Trailer plate (single) at P 225.00 for each of: Private, For Hire, Government, and (categories) implied by the listed grouping of the trailer schedule.
- The circular fixes sticker and tag fees as follows: Validation sticker & plate year tags (MV) at P 50.00; Denomination sticker at 12.50; and Plate year tags (Trailer, MC, TC) at 12.50.
- The circular fixes replacement sticker/tag charges: Replacement of validation stickers at 200.00 and Replacement of plate year tags at 100.00.
Duplicate, vanity, special plate charges
- The circular fixes Duplicate Plates charges at: Plate Production Fee of P 150.00; Lost Plate (Regular) at 450.00; Lost Plate (MC/TC) at 120.00; and Lost Trailer Plate at 225.00.
- The circular fixes Vanity Plates fees for edition selection at Select Edition = P 10,000.00, Premium Edition = 15,000.00, and Limited Edition “For auction.”
- The circular fixes Transaction Fees for Vanity License Plates at: Transfer Fee = P 200.00, Revision of Records Fee = 200.00, Annual Renewal Fee = 500.00, Duplicate Vanity License Plate = 5,000.00, and Duplicate Fee for VLP sticker = 50.00.
- The circular sets the penalty for illegal transfer of vanity plate at 20,000.00 under “Fines and Penalty.”
- The circular fixes Optional Motor Vehicle Special Plates charges at P 15,000.00 for “three alphas and three numerics” and 25,000.00 for “three alphas and two numerics.”
Dilapidated plate replacement fees and enforcement
- The circular fixes Replacement of Dilapidated Plates charges at: Plate Production Fee = P 150.00; Replacement Plate (regular) = 450.00; Replacement Plate (MC/TC) = 120.00; and Replacement Trailer plate = 225.00.
- All other existing fees, penalties, and fines that are not listed in the circular continue to be enforced at the same rate.
- The circular revokes, amends, or revises any conflicting Department Memorandum Orders, Circulars, and other administrative issuances.
- The circular is issued for “GUIDANCE AND STRICT COMPLIANCE,” reflecting mandatory observance of the enumerated schedule.
Procedural effectivity and publication
- The circular takes effect fifteen (15) days after copies are received by the Office of the National Administrative Register (ONAR), UP Law Center Diliman, Quezon City.
- The circular also requires publication in two (2) newspapers of general nationwide circulation before the effectivity period runs.
- The circular’s adoption date is 28 May 2008.
