The LTO Memorandum Circular No. AHS-2008-990 establishes a revised schedule of administrative fees and charges for motor vehicle and motorcycle plates, including costs for regular, vanity, and replacement plates, effective 15 days after publication.

Cost of Plates, Tags and Stickers

  • Motor Vehicle Plates (per pair): Private, For Hire, Government, Protocol, Diplomatic, Officially-Employed Vehicles (OEV) all P450.00.
  • Motorcycle Plates (per piece): Private, For Hire, Government, Diplomatic, OEV, and Light Electric Vehicles (LEV) all P120.00.
  • Trailer Plates (single): Private, For Hire, Government P225.00.
  • Stickers:
    • Validation Sticker & Plate Year Tags (MV): P50.00
    • Denomination Sticker: P12.50
    • Plate Year Tags (Trailer, MC, TC): P12.50
  • Replacement Fees:
    • Validation Stickers: P200.00
    • Plate Year Tags: P100.00

Fees for Duplicate Plates

  • Plate Production Fee: P150.00
  • Lost Plate Replacement Fees:
    • Regular: P450.00
    • Motorcycle/Trailer/Cycle (MC/TC): P120.00
    • Trailer: P225.00

Vanity Plates

  • Different editions priced as follows:
    • Select Edition: P10,000.00
    • Premium Edition: P15,000.00
    • Limited Edition: For auction
  • Transaction Fees:
    • Transfer Fee: P200.00
    • Revision of Records Fee: P200.00
    • Annual Renewal Fee: P500.00
    • Duplicate Vanity License Plate: P5,000.00
    • Duplicate Vanity License Plate Sticker: P50.00
  • Penalty for illegal transfer of vanity plates: P20,000.00

Optional Motor Vehicle Special Plates

  • Three alphabetic letters and three numeric digits: P15,000.00
  • Three alphabetic letters and two numeric digits: P25,000.00

Replacement of Dilapidated Plates

  • Plate Production Fee: P150.00
  • Replacement Plate Fees:
    • Regular: P450.00
    • Motorcycle/Trailer/Cycle (MC/TC): P120.00
    • Trailer: P225.00

Enforcement and Repealing Clause

  • All existing fees, fines and penalties not covered remain in force at current rates.
  • Any prior Department Memorandum Orders, Circulars, and Administrative Issuances conflicting with this Circular are revoked or amended accordingly.

Administrative Authority and Compliance

  • The Memorandum Circular is issued under the authority of the Department of Transportation and Communications (DOTC) through the LTO.
  • Strict compliance and guidance are mandated for all concerned agencies and parties involved in plate issuance and management.
