Mandatory Translation in English or Filipino Language on Labels
- Labels must include parallel translation in English or Filipino
- Translation must cover nature, quality, quantity, and other relevant information or instructions
- Labels should be made in a manner that prevents easy removal, detachment, or erasure during ordinary handling
- Use of removable stickers or similar labels is prohibited except when required by other rules
Mandatory Specific Labeling and Packaging Requirements
- All consumer products must indicate the following on their labels:
- Country of manufacture
- Information on consumption duration and safety (e.g., expiration date)
- Manufacturer's warranty details
- Weight content before packaging
- Consumer complaint desk address
- Other information relevant to the consumer's right to information
Coordination Between DTI and Bureau of Customs (BOC)
- DTI, with accredited consumer organizations, shall exchange information with BOC
- BOC is responsible for ensuring imported products comply with labeling and packaging requirements before release
Repealing Clause
- Earlier Orders inconsistent with this Administrative Order are repealed or amended accordingly
Penal and Administrative Sanctions
- Violations subject to penalties under the Consumer Act and its regulations
- Possible sanctions include impounding and quarantine of goods
- Repatriation of shipments to the country of origin may be imposed with the cost borne by the importer
Transitory Period for Compliance
- A transition period of at least six (6) months from the effectivity of the Order is provided
- Period allows manufacturers, distributors, importers, and repackers to comply
Separability Clause
- If any provision is declared unconstitutional, other provisions remain valid and enforceable
Publication and Effectivity
- The Order shall be published in two newspapers of general circulation
- Effectivity takes place fifteen (15) days after publication
