Transfer of Philippine National Stud Book to PRC

The IRR’s purpose is to conform with the letter and intent of Sections 1 and 2 of E.O. No. 177.
Section 1 of E.O. No. 177 transfers the operations relevant to the maintenance of the Philippine National Stud Book from the Department of Agriculture to the Office of the President, and then re-assigns those operations to the Philippine Racing Commission.
Section 2 of E.O. No. 177 directs the Secretary of Agriculture and a Senior official from the Office of the President to formulate the rules and regulations to implement the transfer and re-assignment.

The IRR transfers to the Office of the President and thereafter re-assigns to the Philippine Racing Commission the functions and operations relevant to the Philippine National Stud Book.
The transferred function includes the Philippine National Stud Book (PNSB) and the Stud Book and Animal Registration Division (SBARD).
The IRR transfers the following personnel, including their respective budget appropriations, funds, liabilities, assets, and resources:
- Dr. Jose Noel C. Danao — Registration Officer V
- Dr. Alejandro C. Cambay, Jr. — Veterinarian IV
- Dr. Armando C. Escalante — Farm Superintendent III
- Dr. Ramon B. Calinap — Veterinarian II
- Dr. Ena R. Masignon — Veterinarian II
- Mr. Wilfredo A. Gianan — Registration Officer III
- Ms. Marianette S. Birondo — Statistician II
- Mr. Vicente A. Brillantes — Clerk III
- Ms. Maria E. Rosales — Clerk II
Before proceeding to their new assignments, the transferred personnel must clear themselves of work, money, and property accountabilities at the Bureau of Animal Industry.

The IRR transfers all breeding records since the National Stud Farm (NSF) started operations in 1968.
The transferred breeding records include:
- Applications for Registration for mares, stallions and racehorses
- Stud Book Returns
- Stallions breeding reports (monthly and annual)
- Foaling Slips
- Stud Book Certificates of all imported thoroughbred horses
- Other reports related to breeding
The IRR transfers equipment related to the registry, including computers, copying machine, and similar equipment.
The IRR transfers accumulated blood typing fees related to the Stud Book Registry.
The IRR transfers personnel service records, including leave credits, salaries, and other benefits.

The PNSB must have its official address at 4th Flr., Electra House Building, corner Herrera and Esteban St., Legaspi Village, Makati City.
All official records, files, and documents pertaining to the PNSB must be kept and maintained at this address.
The maintained records include computers containing data, files and records, and other matters related to the PNSB.
Processing of all applications for registration of racehorses must be done at this office address.

The Commission must adopt policies ensuring the effectivity regulation of the racehorse breeding industry.
The Commission must adopt the rules and regulations of the International Agreement on Breeding and Racing (IABR).
The Commission must adopt the rules and regulations of the International Stud Book Committee (ISBC).
The Commission must adopt the rules and regulations of the Asian Stud Book Committee (ASBC).
