Application for Registration and Accreditation

Filing Procedures for Registration and Accreditation
- Applications filed at PCA Provincial Office with jurisdiction over nursery location.
- PCA Provincial Manager to acknowledge and forward application to Regional Office.
- Applicant must execute Nursery Inspection Agreement and pay a non-refundable fee of PHP 25,000.
- Inspection team to visit nursery within 3 days of agreement signing.
- Certificate issuance or action must be made within 24 hours from inspection report receipt.
Registration and Accreditation Requirements
- New Applicants must submit business registration, permit, business plan, production capacity, location map, supplier details, and personnel training certification.
- Nursery Inspection Agreement must be duly signed.
- Accreditation issued if nursery inspected and meets criteria including location near palm plantations, minimum 300 hectares production capacity, and qualified personnel.
- Existing nurseries must register within 6 months; accreditation required before supplying materials for planting programs.
Validity and Renewal of Certificates
- Certificates valid from January 1 to December 31 annually.
- Renewal applications accepted until January 15, with payment of PHP 25,000 renewal fee.
- PCA reserves inspection rights upon renewal.
Cancellation and Suspension of Certificates
- Grounds include violation of rules, misrepresentation, or non-compliance.
- Procedures include notice within 7 days, 30-day compliance period, and cancellation upon failure to comply.
- Sanctions include confiscation and destruction of inferior planting materials.
General Provisions
- Import diversion of planting materials prohibited.
- Commercial propagation using seeds from existing F1 palms is prohibited.
- Importation of materials from disease-infested countries restricted to protect industry health.
- Only PCA-registered and accredited nurseries may propagate and sell seedlings.
- Mandatory display of registration and accreditation certificates and nursery signage with detailed information.
- Nursery Inspection Agreement includes minimum culling rates, PCA access rights, and confiscation clauses.
Enforcement and Monitoring

Repealing Clause

Effectivity
- The Order takes effect 15 days after publication in a newspaper of general circulation.
