Submission and Retention of OEC Copies at the Airport

  • Every departing contract worker/seafarer shall submit the second copy of the OEC to the Labor Assistance Center (LAC) at the airport departure area.
  • The third copy of the OEC is to be retained by the worker/seafarer to present to the Commission on Immigration and Deportation (CID) prior to departure.
  • For balik-manggagawa (returning workers), the second copy of the OEC should be dropped in a designated drop box in the departure area.
  • Balik-manggagawa retain the third copy for presentation to CID at the airport.

Handling of Discrepancies and Falsifications Involving the OEC

  • Any discrepancy between the OEC number actually issued by the POEA and the number indicated on the plane ticket constitutes a defect or deficiency in the travel documents of the worker/seafarer.
  • Such defect or falsity may result in holding or delaying the departure of the worker/seafarer by the proper authorities.
  • The existence of falsity or discrepancies does not preclude the POEA from initiating administrative or legal action against responsible persons or entities.

Responsibilities and Enforcement

  • Placement agencies and relevant entities are accountable for ensuring compliance with these guidelines.
  • The Airport Labor Assistance Center and the Commission on Immigration and Deportation are designated authorities involved in the processing and verification of the OEC.
  • The guidelines aim to enforce maximum compliance with the Overseas Employment Certificate requirements to regulate overseas Filipino workers' deployment effectively.
