Identification and Selection of Nucleus Farms (NF)
- Open to qualified DA-RFU centers, BAI centers, selected R&D, and academic institutions meeting minimum program requirements.
- Selection conducted by the Commodity Technical Working Group (C-TWG) with Bureau of Animal Industry concurrence.
- Final approval granted by the Advisory Committee of the National Genetic Resource Improvement Program for Livestock and Poultry (NGRIP).
Modules and Size Options for Nucleus Farms
- One or two modules may be applied for, depending on farm capability.
- Module 1: 25 female does and 2 male bucks (breeds: Saanen, Boer, Anglo Nubian).
- Module 2: 25 female ewes and 2 male rams (breeds: Merino, St. Croix, Kathadin).
Selection Criteria for Nucleus Farms
- Must have at least 3 hectares of improved pasture per module with animal housing, weighing scale, clean water source, feeding, watering troughs, isolation areas.
- Responsible for animal maintenance and withdrawal costs from BAI stations.
- Permanent technical personnel knowledgeable in herd management, breeding, and recording; one permanent caretaker per module.
- Use recording system per DA monitoring and recording standards (A.O. #13).
- Implement herd health program including deworming, vaccination, and treatments.
- Produce purebred goats and sheep for distribution to accredited multiplier farms.
- Animals withdrawn from BAI or DA-RFU centers require official authority for transfer.
- Commitment to research in breed improvement and conservation adhering to Open Nucleus Breeding Scheme.
- Participation in buck/ram exchange program among nucleus farms.
- Willingness to enter into agreement with BAI and DA.
Specifications for Animals Transferred to New Nucleus Farms
- Record of Estimated Breeding Values (EBV) for traits such as weanling and mature weights.
- Minimum age of 8 months and minimum weight of 30 kg.
- Must be vaccinated against Hemorrhagic Septicemia and Foot and Mouth Disease (for Luzon).
- Administer anti-stress and anthelmintic treatments.
- Transfer accompanied by Pedigree and Registration Papers issued by DA’s Small Ruminant Multi-Breed Registry.
Objectives of Multiplier Farms (MFs) Network
- Evaluate crossbred goat and sheep performance under Philippine conditions.
- Identify and promote best crossbreeds for commercial production.
Collaborators for Multiplier Farms
- Local Government Units (LGU) breeding stations/centers.
- Progressive private farms and cooperatives.
- Selected academic and research institutions.
Identification and Selection of Multiplier Farms
- Open to qualified LGU stations, private farms, cooperatives, academic and R&D institutions.
- Selection done by SR Commodity Technical Working Group (C-TWG) with BAI concurrence.
- Breed and animal number recommendation made in consultation with prospective MFs.
- Final approval by the Advisory Committee of NGRIP.

- Selection of one or two modules depending on capability.
- Module 1: 25 does and 2 bucks (Saanen, Boer, Anglo Nubian).
- Module 2: 25 ewes and 2 rams (Merino, St. Croix, Kathadin).
Selection Criteria for LGU and R&D Institutions (Multiplier Farms)
- At least 3 hectares improved pasture per module with sufficient shed, weighing scale, clean water.
- Availability of feeding and watering troughs inside the shed.
- Use a herd recording system compliant with DA standards.
- Responsible for maintenance and withdrawal cost of seedstock born animals from Nucleus Farms.
- Participation in buck/ram exchange program among MF’s.
- Employ knowledgeable permanent staff for daily operations.
- Willingness to insure animals via PCIC-CALF or mutual fund established by BAI.
- Compliance with payment terms stipulated in Memorandum of Agreement (MOA) with DA and BAI.
Terms and Conditions of MOA for LGU and R&D Institutions
- Payment can be done over three years under specified schemes.
- Scheme 1: Payment in kind starting second year; animals must be from top 70% females and 40% males; all payments supported by production records.
- In-kind payment involves animal transfers to other MFs or return to DA’s nucleus stations.
- Culled animals to be sold for slaughter following culling criteria.
- Original animals from NFs cannot be sold, leased, or transferred contrary to MOA provisions.
- Transfer of animals is first-come, first-served basis.
- DA reserves right to retrieve animals if farm operations violate program guidelines.
Selection Criteria for Private Farms or Cooperatives (Multiplier Farms)
- Prior successful experience raising sheep and goats.
- Must have at least 3 hectares of pasture per module with proper facilities and equipment.
- Accessibility to allow DA/BAI technician and C-TWG inspections and evaluations.
- Use of herd recording system compliant with DA standards.
- Responsible for maintenance and withdrawal costs of seedstock animals.
- Participation in buck/ram exchange programs.
- Willingness to insure animals similarly to LGUs and R&D institutions.
- Compliance with payment and operational terms in MOA with DA and BAI.
Terms and Conditions of MOA for Private Farms or Cooperatives
- Payment over three years with two schemes:
- Scheme 1: In-kind payment starting second year; animals to come from top 50% females and males; must weigh at least 30 kg; all payments supported by production records; animals transferred to other MFs or LGU stations.
- Scheme 2: Cash payment starting second year based on book value on liveweight; amortized in two equal annual payments; crossbreds must be available to interested buyers; culled animals to be sold for slaughter.
- Cash payments made through BAI or DA-RFU cashier.
- Original animals from NFs not to be removed or transferred contrary to MOA terms.
- DA and SRGIP management may retrieve animals if farm breeding operations violate program procedures and guidelines.
