Requirements for Applicants' Drivers

  • Accreditation proof from a TNC.
  • Valid professional driver's license.
  • Clearance from the National Bureau of Investigation (NBI).
  • Clearance from the Philippine National Police (PNP).

Requirements for Applicants' Vehicles

  • Vehicle accreditation from a TNC.
  • Certificate of Registration and Official Receipt from the Land Transportation Office (LTO), or Delivery Receipt/Sales Invoice for proposed units.
  • Photocopies accepted at filing; originals required at hearing for verification.

Filing and Payment Fees

  • Php 510.00 filing fee for first two applied units, inclusive of Php 10.00 Legal Research Fee.
  • Additional Php 70.00 fee for each unit exceeding the first two.

Provisional Authority (PA)

  • PA may be issued for 45 days as a transitional period upon application acceptance.
  • Submission of a photocopy of passenger insurance policy required.
  • Additional Php 260.00 fee if PA requested.

Validity and Renewal of Certificate of Public Convenience (CPC)

  • CPC valid for one year, renewable.
  • Validity and renewal contingent on good standing with the TNC.
  • Operators or drivers no longer in good standing will receive Show Cause and Cease and Desist Orders.

Acceptance and Jurisdiction of Applications

  • Regional offices may accept and approve applications, including PA issuance, subject to jurisdiction.
  • Applications for Metro Manila operation must be filed at the LTFRB Central Office.

Penalties and Enforcement

  • Violations related to motor vehicle operations governed by Department Order No. 2015-11 and this Circular.
  • Penalties pursuant to Joint Administrative Order No. 2014-001 and other existing issuances.

Effectivity and Filing

  • Circular effective immediately upon publication in a newspaper of general circulation.
  • Three copies to be filed with the UP Law Center per Presidential Memorandum Circular No. 11, dated 09 October 1992.
