Application acceptance and required documents

  • Each TNVS operator application must include 5 copies of Verified Application.
  • Each operator application must include a photocopy of Proof of Filipino Citizenship / Articles of Incorporation.

  • Each operator application must include a photocopy of Passenger Insurance Policy issued by Board-accredited insurance providers.
  • Each operator application must include a list of TNVS Drivers and TNVS vehicles.
  • Each operator application must include 2 Copies of Operator’s Data Sheet with recent 2x2 picture.
  • Each operator application must include an accomplished Statement of Financial Capability Form and proofs of entries thereof.
  • Each operator application must include Income Tax Return duly filed with the Bureau of Internal Revenue (BIR) or BIR Certificate of Registration.
  • Each operator application must include a Certificate of Business Name issued by the Department of Trade and Industry.
  • Each operator application must include a Location Map of garage or address of operator.

Driver and vehicle requirements

  • Each application for TNVS drivers must include proof of accreditation of the driver by a TNC.

  • Each driver must be supported by proof that the driver is a holder of professional driver’s license.

  • Each driver must have clearance issued by the National Bureau of Investigation (NBI).

  • Each driver must have clearance issued by the Philippine National Police (PNP).

  • Each application for TNVS vehicles must include proof of accreditation of the vehicle by a TNC.

  • Each vehicle must be supported by Certificate of Registration and Official Receipt of proposed unit/s with year model issued by the Land Transportation Office (LTO), or Delivery Receipt/Sales Invoice.

Partial acceptance and verification of originals

  • The application may be accepted upon submission of:
    • the citizenship requirement,
    • proof of good standing with a TNC, and
    • proof of accreditation of the vehicle.
  • Photocopies of the required documents may be accepted at the time of filing.
  • Original copies of the required documents must be presented at the time of the hearing for verification and authentication purposes.

Filing fees and cost rules

  • The filing fee for each application is PHP 510.00 for the first two (2) applied units.
  • The filing fee includes PHP 10.00 as Legal Research Fee.
  • An additional PHP 70.00 per unit must be paid in excess of the first 2 applied units.

Provisional authority: duration and charges

  • A Provisional Authority (PA) may be issued for a period of forty-five (45) days as a transition period for TNVS service.
  • PA issuance is conditioned on acceptance of the application and submission of a photocopy of the passenger insurance policy.
  • An additional amount of PHP 260.00 must be paid if the applicant prays for the issuance of PA in the application or in a separate motion.

CPC validity and loss of good standing

  • A CPC is valid for one (1) year and may be renewed.
  • CPC validity and renewal depend on the good standing of the operator or driver with the TNC.
  • If the operator or driver is certified by the TNC as no longer in good standing during the CPC validity period, the grantee must be issued Show Cause and Cease and Desist Orders.

Enforcement, penalties, and modified issuances

  • Motor vehicle owners who violate Item No. 4 of Department Order No. 2015-11 and this Circular must be penalized under Joint Administrative Order No. 2014-001 and other existing issuances.
  • Any issuance inconsistent with LTFRB Memorandum Circular No. 2015-017 is deemed modified or superseded accordingly.
