    2. NAIA to Makati Central Business District (approx. 18 km round trip), 18 authorized units, Php 300 fare.
  • Fifty percent of units for each route must be available within 4 months from notice of selection and before CPC grant; failure results in disqualification and re-lottery.
  • Remaining units due within 1 year of CPC issuance; failure results in cancellation.
  • Each route subdivided into two sub-routes servicing NAIA Terminals 1 & 2 and Terminal 3 respectively, each sub-route limited to 5 stops within target zones.

Qualification Requirements

  • Legal Qualifications:
    • Filipino citizen at least 18 years old with birth certificate.
    • Juridical entities must provide SEC or Cooperative Development Authority registration documents.
  • Technical Qualifications:
    • Detailed unit schematic and seating diagram.
    • Verified delivery schedule with notarized supplier certification.
    • Detailed maps showing routes and off-street terminals/stops.
    • Timetables and bus schedules for initial and subsequent year.
    • Letters of support for terminal and depot access.
    • Garage/depot space plans exceeding current fleet spaces.
  • Financial Qualifications:
    • Audited financial statements (latest as of 31 December 2014).
    • Irrevocable Letter of Credit from a BSP-licensed bank.
    • Combined net worth and letter of credit minimum Php 420 million.
    • Five-year financial projections with revenues, costs, demand assumptions.

Submission and Handling of Qualification Documents

  • Applicants must submit one original and two copies, properly bound and sealed, with a formal table of contents.
  • Submission is accepted only within the designated timeframe and addressed to the LTFRB Executive Director.
  • Documents are numbered and timestamped upon receipt.

Selection Process

  • A Pre-Qualification Committee composed of legal and technical officers will oversee the process.
  • Opening and initial announcement of applicants are conducted publicly.
  • Applicants or authorized representatives must register attendance at opening proceedings.
  • Key timeline milestones include publication, pre-qualification conference, document submission, and evaluation.

Evaluation of Qualification Documents

  • Committee evaluates documents within seven days of submission with a pass/fail system based on legal, technical, and financial compliance.
  • Committee can seek clarifications or conduct inquiries for verification.
  • An applicant passes only if all criteria and document requirements are met.
  • In case multiple applicants qualify, a public lottery determines the successful applicant for further processing.
  • Selected applicant must submit an Application for a Certificate of Public Convenience (CPC).

Repealing Clause and Effectivity

  • Prior issuances inconsistent with these guidelines are modified or superseded.
  • The Memorandum Circular is effective immediately after publication in a newspaper of general circulation.
  • Copies are filed with the UP Law Center following Presidential Memorandum Circular No. 11 (1992).
