The Implementing Guidelines for the Administration of the BMBE Development Fund establishes the fund to provide financial assistance to government agencies for projects benefiting Barangay Micro Business Enterprises (BMBEs) in the Philippines, with eligible projects including entrepreneurship development, skills training, and technology intervention.

Designated Beneficiaries of the Fund

  • Government agencies eligible to avail funds for projects include:
    1. Department of Trade and Industry (DTI)
    2. Department of Science and Technology (DOST)
    3. University of the Philippines-Institute for Small Scale Industries (UP-ISSI)
    4. Cooperative Development Authority (CDA)
    5. Technical Education and Skills Development Authority (TESDA)
    6. Technology and Livelihood Resource Center (TLRC)
  • End beneficiaries are the Barangay Micro Business Enterprises (BMBEs) as defined in RA 9178 Section 3

Qualifying Projects for Funding

  • Projects must pertain to technology transfer, production and management training, or marketing assistance
  • Must not be funded by the proposing agencies' regular budgets
  • Eligible project categories include:
    1. Entrepreneurship development
    2. Skills training
    3. Business advisory services
    4. Technology interventions
    5. Technology incubation or commercialization
    6. Policy advocacy including activities and studies
    7. Database development
    8. Business matching activities
    9. Trade fairs and missions
    10. Other related activities benefiting BMBEs

Procedures for Availing the Fund

  • Project proposals must be submitted to the SMED Council six months before the intended calendar year of implementation
  • A Technical Working Group (TWG) is constituted by the SMED Council, including representatives from BSP, NEDA, SBGFC, DOLE, and SME sector (leader)
  • TWG evaluates and prioritizes proposals using a merit-based point system
  • Required proposal details:
    • Project name and proponent
    • Responsible officials and designations
    • Target beneficiaries and employment impact
    • Existing funding sources
    • Deliverables and total project cost
    • Justification for financial assistance
    • Actions taken by agency project screening committee
  • Execution requires a Memorandum of Agreement (MOA) between the executing agency and SMED Council before fund transfer

Reporting and Accountability Measures

  • SMED Council submits annual accomplishment reports to Congress and the Office of the President
  • SB Corporation, as fund manager, submits semi-annual utilization and status reports to SMED Council, certified by its Chairman and COA Resident Auditor
  • Executing agencies submit quarterly audited and progress reports on project implementation to the SMED Council

Effectivity and Access to Documentation

  • Guidelines effectuate 15 days after publication in a newspaper of general circulation
  • Copies of implementing guidelines and required forms available at the Bureau of Small and Medium Enterprises Development, Makati City

Separability Clause

  • If any provision is declared invalid or unconstitutional, the remaining provisions shall remain valid and effective
