Executive Order No. 307 is grounded on Section 15, Article II of the Philippine Constitution, which directs the State to protect and promote the right to health of the people and instill health consciousness.
Executive Order No. 307 is grounded on Section 3, Article XV of the Philippine Constitution, which recognizes: (1) the right of spouses to found a family in accordance with religious convictions and responsible parenthood; (2) the right of children to assistance and special protection; (3) the right of the family to a family wage and income; and (4) the right of families or family associations to participate in planning and implementation of policies and programs affecting them.
Executive Order No. 307 is issued by authority vested in the President by the Constitution and R.A. 7160.
Executive Order No. 307 relies on the Local Government Code principles that local government units are primarily responsible for people’s health and safety and are responsible for basic services and facilities including health services, family planning services, and population development services, under Section 16 and Section 17 of R.A. 7160.

Executive Order No. 307 directs local governments to implement an earnest Philippine Family Planning Program, emphasizing safe motherhood and child survival, to help arrest high infant and maternal mortality.
Executive Order No. 307 affirms that the Philippine Family Planning Program recognizes the constitutional right of all Filipinos to exercise freedom of conscience on the number and spacing of children and to choose a family planning method consistent with religious and moral beliefs.
Executive Order No. 307 treats family planning as part of nationally mandated priority public health concerns aimed at achieving national health and development goals.
Executive Order No. 307 frames family planning as a critical component of the Philippine Population Management Program to reach population levels conducive to improving individual and family welfare and achieving sustainable development toward Philippines 2000.
