Purpose of the Memorandum
- To enforce full compliance with RA 10591.
- To inform and remind Local Chief Executives that barangay tanods and Police Auxiliary Unit members are legally prohibited from carrying firearms during their official duties.
Coverage
- The Memorandum applies to:
- Provincial Governors, City and Municipal Mayors.
- Punong Barangays and Barangay Tanods.
- DILG Regional, Provincial, and City Directors and Field Officers.
- ARMM Regional Governor and other concerned parties.
Policy Provisions and Directives
- Local Chief Executives are instructed to:
- Adhere strictly to the provisions of RA 10591 regarding firearms ownership and usage.
- Recall all LGU-owned firearms assigned to barangay tanods, Police Auxiliary Unit members, or LGU employees who do not hold plantilla positions.
- Direct barangay tanods not to carry any firearms, whether LGU-owned or personally owned, while performing official functions.
- Ensure strict enforcement of these policies within their jurisdiction.
- The DILG Regional Directors, Field Officers, and ARMM Regional Governor shall disseminate the Memorandum widely within their territories.
Effectivity
- The Memorandum Circular takes effect immediately upon issuance.

- The Circular is approved and signed by Eduardo M. Año, Officer-In-Charge, Department of the Interior and Local Government (DILG).
