Establishment and Supervision of the Samar Integrated Rural Development Project

  • The Samar Integrated Rural Development Project (SIRDP) is designated as the fourth integrated rural development project of the Philippines.
  • It is under the direct supervision of the Cabinet Coordinating Committee on Integrated Rural Development Projects (CCIRDP) of the National Economic and Development Authority (NEDA).
  • The CCIRDP comprises key Cabinet secretaries including Agriculture, Public Works, Finance, Natural Resources, Local Governments, Agrarian Reform, NEDA, and Office of the President.
  • The CCIRDP is responsible for planning and implementing all rural development projects nationwide.

Creation and Jurisdiction of Project Offices

  • The Samar Integrated Rural Development Project Office (Project Office) is created under CCIRDP supervision.
  • Jurisdiction covers the provinces of Northern, Eastern, and Western Samar.
  • The Project Office is headed by a Project Director with a technical and management staff.
  • Field Offices are established in each of the three Samar provinces.
  • Each Field Office is headed by a Project Officer appointed by the Project Director, supported by technical and management staff.

Appointment, Tenure, and Qualifications of the Project Director

  • The Project Director is appointed by the Cabinet Committee Coordinator.
  • The Director serves until the dissolution of the Project or removal for cause by the Cabinet Committee Coordinator.
  • Qualifications include:
    • Natural-born Filipino citizen;
    • Of legal age and resident in the Philippines;
    • Proven executive competence in public administration, infrastructure projects, or management of agricultural/industrial programs.
  • Compensation and allowances are determined by the Cabinet Coordinating Committee.

Powers and Duties of the Project Director

  • Coordinates activities of all implementing departments/agencies in planning and implementation.
  • Monitors project progress and evaluates effects.
  • Submits periodic financial and accomplishment reports to CCIRDP.
  • Approves and consolidates budget release requests and forwards them to the Budget Commission.
  • Maintains records of equipment/services procured and consolidates project accounts.
  • Organizes and manages project personnel.
  • Promulgates administrative rules for Project Office and provincial offices.
  • Requests assistance from government agencies and local political subdivisions.
  • Applies for and manages grants, donations, equipment, materials, and services from domestic and foreign sources.
  • Prepares feasibility studies for new rural development projects within Samar, funded from available Treasury appropriations.

Annual Appropriations and Funding

  • Adequate funds to realize the Cabinet Coordinating Committee’s objectives are to be allocated annually in the General Appropriations Act.

Separability Clause

  • Invalidity of any provision of the Decree does not affect the validity of the remainder of the Decree.

Repealing Clause

  • All laws, decrees, executive orders, administrative orders, rules, or regulations inconsistent with this Decree are repealed or modified accordingly.

Effectivity

  • The Decree takes effect immediately upon promulgation on November 15, 1976.
